Associate Director – Field O&M (MEP Primary)

Job Purpose


The role shall assist, oversee & direct the delivery of the field Operations and Maintenance for Wet utilities within RSU, thereby ensuring seamless support towards all the field-based users of Utilities services. He/she shall supervise end-to-end in-field operations and maintenance processes, create guiding principles & lay clear directions for on-site teams and ensure continuous improvement across in-field operational methods adopted by the team.


The role will work closely with all Utility RSU/RSG departments together with the asset owner where the equipment is located.


Job Responsibilities


Strategic Contribution

  • Contribute to the development and implementation of the annual business plan RSU Field Operations & Maintenance function to deliver RSU and RSG vision & mission.
  • Ensure that the overall field operations and maintenance strategy is translated into operational business plans for the management of on ground operations and maintenance across dry and wet utilities aligned with RSU goals and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.
  • Manage the development & implementation of initiatives focused on driving optimization across field operations and maintenance function within RSU.
  • Oversee the incorporation of new technologies across field operations & maintenance within Wet utilities to enhance reliability and efficiency of the utility services offered.
  • Ensure up-keep of production systems and processes across Wet utilities to meet RSU objectives in terms of price, quality, and delivery targets.
  • Create robust plans & ensure implementation for periodic maintenance and operation of Utility assets to maximum efficiency and reliability.


Field Operations & Maintenance

  • Establish guidelines for ensuring periodic monitoring of on-ground facilities and equipment condition, identify opportunities for preventive and corrective maintenance activities thereby ensuring optimal availability and reliability.
  • Manage implementation of corrective actions identified during emergencies, operational disruptions, equipment breakdowns, or quality concerns, under the guidance of the Director – Field Operations & Maintenance.
  • Assist in managing escalations of risks and coordinating responses to minimize operational impact.
  • Support efforts to proactively manage compliance with processes, guidelines, and operational efficiency measures, under the Director's guidance.
  • Assist in managing escalations related to compliance issues and contribute to initiatives for enhancing operational efficiency.
  • Assist in the adoption of technology to improve efficiency, safety, and customer satisfaction within field operations and maintenance.
  • Provide relevant inputs to leadership around improvement of operational procedures within field operations & maintenance function thereby substantiating with relevant functional data -points & on ground statistics through the support of team.
  • Ensure supervision of on-ground system maintenance activities, including regular on-site checks, repairs, and component replacements.
  • Ensure compliance towards industry standards, laws, regulations, and safety guidelines within field operations and maintenance activities.
  • Collaborate with teams to drive safety, sustainability, quality, production, and reliability within field operations and maintenance functions
  • Ensure oversight & interaction with PPP Company on aspects around Wet Utility O&M in terms of reviewing O&M procedures and maintenance schedules received from them, provide alternative periods for rescheduling maintenance schedules whenever necessary, liaise with end user / contractor to confirm on carrying out of planned maintenance activities, communication of these changes to PPP and ensure compliance with water quality control and sampling procedures.
  • Manage Oversight & Interaction with PPP Company – Wastewater: Ensure the operational management of influent delivery to the STP, ensure efficient sewage/wastewater handling & maintain the influent delivery records, and oversee the quality control processes, including sampling and testing of TSE.
  • Direct the examination of PPP procedures and maintenance schedules for district cooling, formulate and recommend rescheduling alternatives, and facilitate the exchange of schedule revisions with PPP.
  • Managing oversight & interaction with PPP Company: district cooling/water: Ensure the review of operations & maintenance procedures and schedules for district cooling and water networks, approve rescheduling by providing alternative periods, ensure effective liaison with PPP, and supervise water quality and sampling protocols at plant collection and delivery points.
  • Ensure the issuance of work orders, distribution of the approved drawings specific to pipeline modifications, review of the as-built drawings followed by issue of completion certificate and closure of work order along with necessary updating of records at RSU end.
  • Coordinate the release and tracking of work orders and the dissemination of approved drawings for water pipeline modifications.
  • Coordinate the water tank maintenance plan revisions and end-user notifications, assist in workforce allocation for inspections, and contribute to the management of work orders and communication strategies.
  • Direct all related activities for water tankers management, manage dispatch plan adjustments with PPP, and handle rescheduling communications as needed.
  • Coordinate the leakage detection process, assist in work order management for repair activities, and facilitate updates to end users or customer services.
  • Assist in overseeing and operating water network parameter controls and the handling of trouble calls and support the documentation process for field inspection work orders and log report updates.
  • Oversee the identification and market evaluation of by-products, contribute to the review of quality inspection reports, and collaborate with Commercial Services to establish off-taker relationships and prepare collection schedules.
  • Ensure the effective operational management of unplanned water distribution network outages, including severity assessment, end-user communication via Customer Services, collaboration with PPP for outage verification, and managing the temporary water supply and repair work processes.
  • Ensure the effective execution of planned water distribution network outages, coordinate with Customer Service for communications, and manage the work permit process from issuance to closure.
  • Ensure the effective management of additional water and wastewater connections, ensuring assessments of water demand and infrastructure capacity are conducted, and directing the allocation and communication of connection statuses to end users.

Qualification and Experience

  • Bachelor's or master's in engineering with Mechanical / Process / Chemical Engineering.
  • 12-15 years of relevant experience with at least 5 years in a similar role, preferably large sustainable infrastructure utilities project.
