Through the centralization of Dubai Holding’s land bank, Dubai Holding Land Estates focuses on large-scale master plans, ensuring alignment with the Dubai 2040 Urban Master Plan, whilst also supporting the business’s commitment to sustainable urban development and strategic land portfolio management.

Key Responsibilities:

Enterprise GIS Strategy & Governance

• Develop and oversee GIS policies, standards, and frameworks to ensure secure, scalable, and consistent geospatial operations.
• Identify and promote opportunities to leverage GIS for business growth, operational excellence, and customer engagement.

Technical Leadership & Delivery

• Oversee and contribute to the design, implementation, and optimization of GIS systems and infrastructure, including Land Bank applications, data models, and geospatial workflows.
• Provide technical guidance on complex GIS configurations, data integrations, and platform upgrades.

Land Bank Management & Data Integrity

• Direct the development, maintenance, and governance of the Land Bank geospatial datasets, ensuring accuracy, completeness, and compliance with regulatory requirements.
• Lead reconciliation projects to align Land Bank data with external authorities and internal systems

System Integration & Optimization

• Lead integration of GIS platforms with enterprise applications such as ERP, CRM, and Business Intelligence systems.
• Ensure seamless data exchange, interoperability, and performance across systems.

Project Leadership & Oversight

• Provide direction and oversight for complex GIS projects, ensuring alignment with organizational priorities.
• Define milestones, success metrics, and reporting mechanisms to monitor progress and performance.

Technology Innovation & Enablement

• Evaluate, recommend, and implement emerging GIS technologies, automation tools, and analytics platforms.
• Champion enhancements to spatial data visualization, predictive modeling, and advanced analytics capabilities.

Enterprise Analytics & Reporting

• Oversee the development of geospatial analysis, predictive models, and reports to support decision-making.
• Present technical and business insights to senior leadership and stakeholders.

Stakeholder Engagement & Compliance

• Serve as a primary liaison with internal stakeholders and regulatory authorities to ensure data compliance, updates, and timely resolution of technical issues.
• Collaborate with external partners and vendors to align solutions with best practices

Team Leadership & Capability Development

• Build, mentor, and manage a high-performing GIS team, fostering a culture of technical excellence and continuous learning.

Develop training programs and knowledge-sharing initiatives to advance GIS skills within the organization

Key Requirements:

• Bachelor’s degree in geographic information systems (GIS), Geospatial Sciences, Geomatic, or a related field.
• A master’s degree in GIS, Data Science, or Business Administration (MBA) is preferred.
• Esri Technical Certification is preferred
• 18 years of professional experience in GIS System and Data,
• Minimum 8 years in GIS Solutions and Enterprise system is preferred
• At least 7 years in a senior leadership role overseeing complex GIS programs, teams, and budgets
• Good experience in AI technology
• Proven ability to develop and execute enterprise GIS strategies.
• Strong leadership skills to mentor, manage, and inspire high-performing teams.
• Advanced proficiency in GIS software (ArcGIS, QGIS, MapInfo, Google Earth, etc.) and ESRI products
• Expertise in geospatial analysis, spatial modelling, and predictive analytics.
• Deep understanding of land administration, zoning, urban planning, and cadastral mapping.
• Ability to analyze complex spatial challenges and deliver innovative, data-driven solutions.
• Advanced skills in managing and maintaining large geospatial datasets, including data collection, cleaning, validation, and storage.
• Experience with data management, and AI technology
• Strong presentation skills
