Description/Job Summary

This position supports the Director of English Language Services in the development and implementation of credit and noncredit English language programs. Responsibilities include oversight of ELS Tutoring Services, Afghan Support Services (ARSS), and the Refugee Assistance Program (RAP), as well as support for additional initiatives such as the Refugee Youth Project (RYP), Services for Older Refugees (SOR), English Language Instruction (ELI), and the Community English as a Second Language (CESL) program, as needed.

Responsibilities/Duties

  • Provide support for programs including RAP, CESL-IET, Tutoring Services, and ARSS.
  • Coordinate RAP and ARSS programs: scheduling classes, hiring staff, and maintaining appropriate data as outlined by MORA.
  • Ensure program services support students’ learning outcomes and help students adjust successfully to their cultural environment.
  • Manage, design, and implement support services for RAP, CESL, ELI, and ARSS programs, including tutoring services and cooperative programs.
  • Direct College Link efforts to facilitate student transitions into credit and non-credit programs, collaborating with Academic Affairs, Adult Education, and Workforce
  • Development units.
  • Collect student outcomes and related program data; monitor student success and ensure program quality.
  • Collaborate with the Instructional Specialist (IS) to evaluate teaching staff and program curricula.
  • Coordinate with ELS department staff on program development, including the implementation of efficient intake and registration processes.
  • Develop strategic plans for programs in coordination with the Director of ELS.
  • Develop new business and community partnerships, including off-site courses, in collaboration with the Director of ELS and ELS staff.
  • Administer and allocate appropriate funds within the program budget; monitor special contracts.
  • Generate program data and reports as required by granting agencies.
  • Manage program budgets.
  • Generate enrollment, FTE, and revenue reports.
  • Perform other duties as required to accomplish unit and WDCE goals.
  • Write grant proposals for program funding as needed.
  • Plan, initiate, and supervise all publications and public relations for RAP, CESL, and ARSS programs.
  • Market programs and direct recruitment and retention activities.
  • Project program updates, including student enrollment, scheduling, learning outcomes, instructor quality, curricula, and partner engagement.

Required Qualifications

Education

  • Bachelor’s degree in TESOL, Applied Linguistics, Education, Adult Education, Curriculum and Instruction, International Education, or a related field

Experience

  • Minimum of seven (7) years of experience in education, nonprofit organizations, or other community-based organizations (CBOs) serving under-served or under-resourced communities
  • Experience teaching adult English as a Second Language (ESL) learners

Preferred Qualifications

  • Master's degree
  • (10+ years) experience
  • Experience teaching K–12 ESOL learners
  • Experience in Maryland state government and/or an institution of Higher Education.
Knowledge, Skills, and Abilities
  • Knowledge of global migration trends and countries with at-risk populations
  • Strong understanding of best practices in TESOL methodologies
  • Demonstrated ability to facilitate meetings, collaborate effectively with diverse groups, and engage stakeholders across cultures
  • Proven experience setting strategic objectives and collecting, analyzing, and reporting data to measure outcomes
  • Strong written and verbal communication skills
  • Knowledge of workforce development trends, challenges, and opportunities, particularly for skilled and unskilled refugees and asylees
