Join the Louisiana Department of Health (LDH) in this impactful legal role as an Attorney. This position serves the Louisiana Department of Health (LDH) in a highly responsible legal and consultative capacity as an Attorney 4 assigned to the Bureau of Legal Services in the Office of the Secretary in Baton Rouge; the position reports directly to an Attorney Supervisor over the Legal-Contracts and Procurement Section. Incumbent works on matters relating to (1) Contracts; (2) Requests for Proposals (RFPs) and Solicitations for Proposals (SFPs); (3) Procurements; (4) Cooperative Endeavor Agreements (CEAs); (5) Memorandum of Understanding (MOUs); (6) Protests; and (7) other contractual legal matters/issues. Incumbent also handles transactions and issues involving property owned by, or under the control and management of, LDH. Incumbent also serves as specialized counsel in special litigation projects involving such matters, including procurement protests and proceedings. Further, incumbent provides legal services, including handling of Judicial Review matters, when the attorneys assigned to those matters require assistance.

Job Duties and Other Information

Job Duties:

  • Serve in a senior legal and consultative role as an Attorney 4 within the Louisiana Department of Health’s Bureau of Legal Services, providing guidance and legal support to the Office of the Secretary.
  • Review, draft, negotiate, and advise on contracts and other legally binding agreements in accordance with applicable state and federal laws and LDH policies.
  • Provide legal counsel on Requests for Proposals (RFPs), Solicitations for Proposals (SFPs), and procurement matters, ensuring compliance with procurement laws, rules, and procedures.
  • Draft, review, and interpret Cooperative Endeavor Agreements (CEAs), Memoranda of Understanding (MOUs), and other contractual instruments on behalf of LDH.
  • Handle and advise on contract-related protests and disputes, including participation in procurement protests and related administrative or legal proceedings.
  • Provide legal services related to transactions and issues involving property owned by or under the control and management of LDH.
  • Serve as specialized counsel on special litigation projects and provide assistance with Judicial Review matters when additional legal expertise or support is required.

Compensation:

This position is eligible for the following Special Entrance Rates (SER), as well as a Premium Pay of up to $2.00/hr for hours worked based on longevity.

Attorney 1 – $27.08 hr / $2,166.40 bi-weekly

Attorney 2 – $28.98 hr / $2,318.40 bi-weekly

Attorney 3 – $32.02 hr / $2,561.60 bi-weekly

Attorney 4 – $34.26 hr / $2,740.80 bi-weekly
