This position is located in the District of Columbia Office of Risk Management (ORM). ORM provides risk management direction, guidance, and support to District government agencies to help minimize the total cost of risk, thereby improving government operations and enhancing service delivery. ORM is responsible for administering the Public Sector Workers’ Compensation Program, the Public Sector Occupational Safety and Health Program, and managing claims for unliquidated damages filed against the District government. The agency also develops and implements risk control strategies, conducts risk assessments, and promotes a culture of safety and accountability across District agencies.
The incumbent serves as a legal advisor within the DC Office of Risk Management (ORM), providing expert counsel on matters related to risk management, workers’ compensation, occupational safety and health, and claims against the District. Responsibilities include drafting and reviewing legal documents, advising leadership on statutory and regulatory compliance, evaluating and proposing legislative changes, representing the agency in hearings, supporting litigation efforts, and collaborating with internal and external stakeholders to ensure ORM’s legal and operational integrity.
Duties and Responsibilities
Provides expert legal advice and conducts extensive reviews of various legal documents; and provides statements of reasons, drafts letters, memoranda, and recommendations. Responsible for consulting management and supervisors on legalities that affects their organization's mission and provides clarification of policies, statutes and legislation. Reviews and evaluates existing statutes and regulations to determine the need for new regulations or amendments or new administrative and enforcement procedures; and recommends changes and drafts new legislation and amendments of the same as needed.
Reviews cases and documents to ensure support of legal position. Represents the agency in hearings, and prepares necessary documentation to support cases. Assists the Office and/or the Office of the Attorney General with litigation. Confers with, and incorporates the concerns of District Government officials, members of administrative bodies, and officials outside the District Government regarding actions taken against the District of Columbia. Keeps abreast of changes in laws and regulations related to the function of programs and recommends appropriate courses of action.
Qualifications and Education
The incumbent must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.
The incumbent must have at least three (3) years of experience practicing law in an area closely related to the operations and legal matters of the DC Office of Risk Management.
Licensure/Certification
Must be an active member in good standing of the District of Columbia Bar or be eligible to waive in and be admitted into the D.C. Bar within 360 days of appointment. Must remain a member of the DC Bar in good standing throughout tenure as an Attorney.
Working Conditions/Environment
Work is primarily sedentary, performed in the normal office setting and makes no unusual physical demands. Some walking, handling, and carrying of light to moderately heavy objects (such as boxes of records, briefs, cases, and exhibits) is required. This position may require working irregular hours, including weekends, holidays, and evenings. No special physical demands are required to perform the work.

Collective Bargaining Unit (Union): This position is NOT covered by a collective bargaining agreement.

Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
