Under the general direction of a Chief Deputy Legislative Counsel, the Attorney, Assistant Chief Counsel serves as a manager of a branch of the OLC's legal division and is responsible for the overall management and administration of a team of attorneys and supervising attorneys. As a branch manager, the incumbent exercises the authority to make decisions on a wide range of legal issues and subject matter under their jurisdiction and can commit the OLC to a course of action on behalf of the Legislative Counsel and Chief Deputy Legislative Counsel.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. OLC employees are excluded from collective bargaining and, therefore, receive enhanced benefits and do not contribute fair share.

  • Experience developing and implementing department policies, practices, and procedures, and providing policy consultation to high-level executives and management.

Your Responsibilities

  • Plan, organize, coordinate, and direct the resources and workflow of their branch. Receive and evaluate requests for legal services from Members of the Legislature, legislative staff, the Governor, and other clients or authorized persons to determine the most efficient and effective use of legal staff resources and workflow processes based on legislative and departmental priorities to ensure timeliness, legal accuracy, and consistency. Determine the appropriate assignment of legal staff resources to meet workflow needs, including the use of legal teams within and across branches.
  • Coordinate the provision of legal services with other managing attorneys as necessary to ensure a consistent and accurate legal product for any legal matter that concerns multiple subject matter areas and branches within the legal division.
  • Develop policies, practices, and procedures to provide an efficient and accurate product.
  • Serve as the principal legal authority on subject areas in their assigned branch and make legal decisions on high profile and sensitive legal matters within those subject areas. Work with attorneys and Supervising Attorneys to determine the most appropriate strategy for providing accurate and timely legal advice.
  • Evaluate the matters pending within the branch, and, as necessary, elevate matters of critical legislative importance for review by a Chief Deputy Legislative Counsel and the Legislative Counsel. Assign, review, and approve assignments within their branch, and help to ensure that drafts of proposed legislation, opinions, and/or letters meet the needs of the client, are technically and legally accurate, reflect the style and philosophy of the Legislative Counsel, and are timely.
  • Work directly with the legislative leadership, Members, committee chairpersons, Secretary of the Senate, Chief Clerk of the Assembly, staff office directors, and other legislative staff when providing legal advice and consultation on a variety of issues, including legislative rules and procedures, legislative proposals, existing law and legal precedent, and how to accomplish desired statutory goals.
  • Appear before legislative committees to provide legal advice on existing law or proposed legislation.

Your Expertise

  • Extensive knowledge of the scope and character of California statutory law and state and federal constitutional law.
  • Expert knowledge of the rules, organization, and operation of the California State Legislature; goals, values, policies, and organization of the OLC; and practices of the OLC that govern drafting legislation, preparing opinions, and performing other legal services.
  • Ability to present statements of facts, law, and argument clearly, logically, and effectively in written and oral form.
  • Knowledge of legal principles and precedents and their application to the most difficult, complex, and novel legal problems.
  • Ability to work effectively to deliver legal service under legislative deadlines.
  • Knowledge of principles and practices of effective supervision.
  • Ability to plan, organize, direct and review the activities of a legal staff; develop the skills and abilities of legal staff to ensure effective performance of their duties; perform and direct legal research and difficult legislative drafting.
  • Ability to analyze situations accurately and take effective action while appropriately applying office policies.
