Each Attorney, ACC supervises staff under their designated Section that may include Attorney IVs, Attorney Ills, Attorney Is, and paralegals/analysts as they prepare and review contracts, develop complex legal advice, and conduct varied house counsel activities. The incumbent assigns work, establishes Section priorities, and directs the overall activities of staff as they support DHCS' programs and divisions, including coordination with the Deputy Attorneys General and the Supervising Deputy Attorneys General on litigation related to or arising from these programs and divisions. The Attorney, ACC personally handles the most difficult and sensitive house counsel and litigation issues under their respective Section.
The DSBHB provides advice and counsel to support DHCS program implementation, policy development and ongoing administration (managed care, integrated systems of care and behavioral health delivery systems); waiver administration and initiative implementation; provider licensing, certification, oversight and enforcement; contract development; delivery system and Medicare innovation and integration (dually eligible models of care); and civil rights issues related to delivery systems.
The ISCS provides legal advice and consultation to the Integrated Systems of Care Division (ISCD), Office of Medicare Innovation and Integration (OMII), and Office of Civil Rights (OCR) (for delivery systems).
