Description of Work

The Civil Rights Division of the North Carolina Office of Administrative Hearings serves as a deferral agency for the Equal Employment Opportunity Commission (EEOC) as a Fair Employment Practices Agency, and for the U.S. Department of Housing and Urban Development (HUD) as a substantially equivalent Fair Housing Assistance Program.

The Division enforces state and federal fair employment and fair housing laws, as well as Chapter 99D of the North Carolina General Statutes, and offers programs that promote equal opportunity and strengthen community relations for all North Carolina residents.

Its services are available to anyone whose fair employment rights, fair housing rights, or rights under Chapter 99D have been violated or are believed to have been violated.

To fulfill its mission of promoting equal opportunity and enforcing civil rights the Division:

  • Enforces the State Fair Housing Act (N.C.G.S. Ch. 41A), Chapter 99D, the North Carolina Equal Employment Practices Act, and N.C.G.S. 7A-759 through persuasion, investigation, and legal action.
  • Conducts statewide outreach to raise awareness of civil rights protections and community relations issues.
  • Provides training on civil rights and community relations to government agencies, local Human Relations Commissions, community organizations, and other state entities.
  • Monitors emerging issues to identify and address conflicts that may disrupt community harmony.
  • Supports and collaborates with local Human Relations Commissions throughout North Carolina.

Knowledge, Skills And Abilities / Competencies

  • Experience litigating cases in state and/or federal court or other tribunals
  • Experience in drafting legal complaints/responses
  • Knowledge of North Carolina civil procedure and rules of evidence

Minimum Education And Experience Requirements

Licensed to practice law by the North Carolina State Bar. NOTE: GS 114-2 and 114-6 make it the duty of the Attorney General of NC to represent the State of North Carolina in all litigation unless another statute specifically states otherwise.

Management Preference

Knowledge of fair housing law or employment discrimination law.

NOTE: For temporary, contract or other supplemental staffing appointments: There are no paid leave, retirement or other benefits associated with these appointment types.
