Job Responsibilities

Since its establishment in 1981, the South Carolina Procurement Review Panel has provided second-level administrative reviews considering and resolving disputes arising between vendors and state agencies involved in the public procurement process. The Panel is an independent body whose participation in conducting administrative review fulfills the Consolidated Procurement Code's policy goals of the fair and equitable treatment of all persons dealing with the procurement system and the maintenance of a procurement system of quality, integrity, and transparency. The Panel is seeking an attorney to serve as primary counsel on matters involving vendor appeals of procurement protests, debarments, and contract controversies in accordance with the Consolidated Procurement Code. Under minimal supervision, counsel is responsible for preparing cases for administrative review by the Panel, including reading and organizing records from the Chief Procurement Officer; conducting legal research; advising the Panel during administrative reviews and hearings; and preparing written orders. When needed, counsel represents the Panel in proceedings before state courts. As there is minimal clerical support, counsel must be willing to perform administrative tasks related to the position.

This position permits some flexibility in the work schedule and provides the employment stability and benefits package associated with state government employment.

Minimum and Additional Requirements

To be considered, an applicant must have a Juris Doctor degree or its equivalent from an accredited law school and experience as a practicing attorney for at least 3 years. An applicant must be a member in good standing with the South Carolina Bar and must have completed SCACR Rule 403 requirements.

Preferred Qualifications

Litigation experience and knowledge of the South Carolina Rules of Evidence are highly preferred. An applicant must be well organized, have strong research and writing skills, and be able to work independently.
