AVP Quality Maintenance & Engineering

Job Summary

The AVP Quality ensures that all Maintenance & Engineering activities comply with Kuwait DGCA regulations , Jazeera Airways policies, and aviation quality standards. The role oversees the Quality Management System, internal audits, and continuous improvement initiatives to maintain airworthiness and regulatory compliance of the J9 fleet, while ensuring effective integration of CAMO and AMO procedures within the AMOS Maintenance Information System.

Roles & Responsibilities

• Develop, implement, and manage the Quality Management System (QMS) in accordance with Kuwait DGCA & EASA Part 145, CAR M regulations.
• Ensure that all maintenance, repair, and overhaul activities comply with regulatory and company requirements, through regular audits and surveillance.
• Policy & procedures alignment between MOE, CAME, TPH and related documents to AMOS process workflows.
• Liaise with the Jazeera Safety & Compliance Monitoring Department for regulatory audits, approvals, and compliance issues.
• Maintain up-to-date knowledge of regulatory changes and ensure prompt incorporation into company procedures.
• Audits & Inspections
• Plan, schedule, and perform internal and external audits of maintenance and engineering functions, including contracted AMOs and vendors.
• Monitor the corrective and preventive actions process and ensure timely closure of audit findings.
• Safety & Continuous Improvement within Technical Departments via the Safety Action Group.
• Promote a strong safety and quality culture across the various Technical departments.
• Identify and analyse quality trends, non-conformances, and potential risks.
• Recommend and implement process improvements to enhance operational reliability and compliance.
• Support the Safety Management System (SMS) and Occurrence Reporting System.
• Ensure that maintenance and quality personnel receive appropriate initial and recurrent training in compliance and quality assurance.
• Review, approve, and control quality-related documentation, manuals, and procedures.
• Maintain the Quality Manual and ensure alignment with corporate and regulatory requirements.
• Vendor & Supplier Quality
• Evaluate and approve maintenance providers, component suppliers, and contractors.
• Conduct audits and performance reviews of external maintenance organizations.
• Monitor service level agreements and ensure vendors meet quality standards.

Experience and Qualifications

• EASA / ICAO B1 or B2 Licensed Engineer with A320 type rating OR Degree in Aeronautical/Mechanical Engineering or equivalent
• 15 years of Aircraft Maintenance experience and minimum 5 years in a managerial role.
• Managed implementation of AMOS, including integration with peripheral technical systems ie Electronic Technical Logbook, AIMS etc.
• Conversant with IQSMS system.
• Good verbal and written communication skills.
• Has general knowledge of Kuwait DGCA regulations and requirements, ICAO Standards and Recommended Practices.
• Have good analytical skills, quality-oriented, excellent planning and organizational skills
