The New Mexico Division of Vocational Rehabilitation (NMDVR) is a state-run agency dedicated to assisting individuals with disabilities in achieving employment success. Through services such as vocational counseling, job placement, assistance, training and education, assistive technology and support services. NMDVR aims to enhance the employability and independence of people with various disabilities.

Why does the job exist?

The purpose of the position requires an in-depth knowledge of the AWARE case management system as well as an evolving knowledge of database structures. This position will perform project analytical work related to the regression, and performance testing during major AWARE release upgrades. This position will also provide implementation strategies while working proactively with the Senior IT Business Analyst RSU, ASU and the Aware Team in problem resolution and analysis while translating business needs into requirements and quality assurance.
How does it get done?

This position's key responsibility will be to follow established and approved DVR policies and processes to reliably validate Contractor performance metrics that maintain each program's integrity. Define and maintain standard measures and processes to establish analytic foundation, improve Contractor performance, and facilitate repeatability and reproducibility using standard analysis tools such as Excel and SQL (AWARE).
Performs desk reviews at least monthly to review performance compared to requirements, obtain examples of work performed, verify and clarify information DVR receives, and conduct comparative analyses of like programs.

Collaborate with DVR Program Staff prior to each contract audit to communicate the scope of the audit and to obtain areas of concerns on which Program Staff may have. Assist contractors and program staff in quality assurance and quality improvement activities.

Collaborate with Contractors to review Contractors' internal controls, procedures, and processes to ensure they are in compliance with the terms and conditions of the contract and applicable federal, state laws and other oversight regulations. Request documents from Contractor to perform compliance testing of Contractors financial and program reporting. These requests can be for a desk audit, on-site audit, or both.

Provide technical and programmatic assistance and instruction to Contractors. Consult with and provide technical assistance in identifying potential risks to the Contract Program Manager to prevent Contractor non-compliance issues.

Perform analysis of Contractor performance to validate whether contract performance metrics are being reached by Contractors. Develop and produce written, comprehensive, data driven performance reports to Program Staff and CFO that include detailed analysis of instances in which contract performance is in compliance and/or to identify non-compliance performance and corrective action taken. Collaborate with Contract Program Manager when recommending Corrective Action

Minimum Qualification

Bachelor's Degree in any field and two (2) years of experience in information technology or business analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one (1) year of education.
Employment Requirements

Occasional travel is required.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
