ABOUT THIS POSITION


In 2025, more than 52 million passengers traveled through Phoenix Sky Harbor International Airport (PHX), making it one of the busiest airports in the United States and a key hub in the nation's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, which also includes Deer Valley and Goodyear airports, operated by the City of Phoenix Aviation Department (AVN). Together, these airports generate an annual economic impact of over $44 billion.

The Aviation Department is seeking to fill a Baggage Systems Supervisor position. This position will oversee the operation and maintenance of an airport's baggage handling system (BHS), ensuring its optimal functionality. This is achieved by managing a team of technicians responsible for performing preventative maintenance, troubleshooting issues, and repairing malfunctions within the complex conveyor belt network that transports luggage throughout the terminal. The position also assists in overseeing the operation and maintenance (O&M) contract that supports these initiatives. The primary objective is to ensure the effective operation and maintenance of the equipment, thereby minimizing downtime and maximizing the lifespan of assets

Additionally, the role involves maintaining automated equipment related to the BHS systems and hardware, including Data Archival Systems, Graphics Servers, Intranet Applications, Programmable Logic Controllers (PLC), and other devices integrated within the BHS network architecture.

Duties include:

  • Assist Transportation and Security Administration (TSA) with the evaluation, selection, acquisition, and installation of Baggage Handling System (BHS) hardware, software, and vender specific communications protocols.
  • Provide hardware, software, and communications problem analysis support including evaluating conveyor locations and developing an engineered solution.
  • Write proposals and generate specifications relating to procurement of automated systems.
  • Provide technical assistance to management for best practices, and generation of proposals.
  • Troubleshoot hardware and software failures for airport baggage handling equipment, including software, electrical issues and relay logic controls, digital, and/or analog circuits.
  • Lead a team of technicians in the performance of routine inspections, preventative maintenance, and corrective repairs on all BHS components, including conveyors, scanners, sorting machines, and loading bridges.
  • Ensure that all maintenance tasks are completed promptly and in compliance with operational standards and schedules.
  • Diagnose system malfunctions, identify root causes, and work with in-house or external vendors to resolve issues efficiently.
  • Develop and implement troubleshooting procedures to reduce system downtime and improve response times for repairs.
  • Monitor system performance data and metrics to detect areas for improvement Prepare and maintain detailed and accurate documentation of maintenance activities, system performance metrics, equipment malfunctions, and corrective actions taken.
  • Collaborate with the Airport Duty Manager and key stakeholders to develop and implement effective contingency plans during major system outages.
  • Manage parts inventory, ensure accuracy of stock levels, and conduct regular audits to support operational readiness and compliance.
  • Oversee contractor performance and ensure compliance through regular audits and evaluations based on contract requirements.

Work schedule: Sunday - Wednesday or Wednesday - Saturday, first or second shift, depending on seniority.

IDEAL CANDIDATE

  • Provide seamless customer service.
  • Good Safety knowledge and a background in an industrial setting.
  • Able to monitor employees and recognize a situation that isn't safe and correct it and fill out reports as needed.
  • Able to effectively communicate with aviation employees, Federal Agencies, and all customers including via telephone and in written communications.
  • Able to take over an emergency situation and follow contingency plans in a calm manner and communicate, dispatch, and manage employees to specific areas to respond.
  • A strong background in preventative maintenance practices for mechanical and electrical, and able to read schematics.
  • Knowledge of PLC (programmable logic controller) and the ability to program and troubleshoot.
  • Knowledge of Allen Bradley Baggage Handling System integrated architecture or equivalent (such as Modicon, Siemens, Mitsubishi, etc.).

SALARY


Pay Range: $32.62 to $48.19 per hour.

Hiring Range: $32.62 to $45.89 per hour.

MINIMUM QUALIFICATIONS

  • One year of experience in baggage handling or parcel system applications analysis, programming or installation and maintenance in a large-scale environment.
  • An equivalent combination of related experience and education may be considered.
  • Working conditions:
    • May require walking for prolonged periods.
    • Working irregular hours, second and/or third shifts, weekends, holidays, and evenings may be required.
    • Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience working with Federal Agencies (TSA) and Airline companies or contractors with large projects.
  • Experience with installing and repair on automated conveyance systems to work with new construction projects.
  • Experience with Auto Cad and SQL server software as well as familiarity with work order management systems.
  • Experience writing proposals and procurement requests for parts, work requests for contractors, and specifications for new work needed.
