Position Summary
The BSS Case Manager – Office-Based is responsible for coordinating, developing, implementing, and monitoring Behavioral Support Services for individuals with Intellectual and Developmental Disabilities (IDD) in Pennsylvania. The role ensures that Behavior Support Plans (BSPs) and Crisis Intervention Plans (CIPs) are clinically appropriate, data-driven, person-centered, and fully compliant with Pennsylvania Office of Developmental Programs (ODP) regulations. This position supports clinical quality, regulatory compliance, and service continuity while promoting dignity, safety, and positive behavioral outcomes.
Position Scope
This position operates within the Behavioral Support Services Department and reports to the Clinical Director, Behavioral Services Director, or designated leadership. The BSS Case Manager provides behavioral oversight and case coordination for assigned participants across Pennsylvania. While primarily office-based, the role may require field visits, interdisciplinary meetings, and on-call support as assigned. The position integrates clinical assessment, regulatory compliance, documentation oversight, and interdisciplinary collaboration.
Key Responsibilities
The BSS Case Manager conducts Functional Behavioral Assessments (FBAs) and develops, submits, and updates Behavior Support Plans (BSPs) and Crisis Intervention Plans (CIPs) in compliance with ODP standards. This role monitors behavioral data, ensures accurate and timely documentation, and maintains full regulatory compliance while protecting confidentiality and ethical standards. The BSS Case Manager provides coaching and training to DSPs and caregivers, monitors implementation fidelity of behavioral plans, participates in interdisciplinary team meetings, and adjusts interventions based on measurable outcomes. Additional responsibilities include completing quarterly reviews and incident reports, supporting audits and data validation, assisting with onboarding and staff training, contributing to policy updates and quality improvement initiatives, staying current on ODP regulations, and providing crisis and on-call support as assigned.

Confidentiality
The BSS Case Manager must maintain strict confidentiality of all participant, employee, and organizational information in accordance with HIPAA, ODP regulations, and Company policy. All Protected Health Information (PHI), behavioral records, and internal documentation must be safeguarded at all times.

Certifications
Valid Pennsylvania Behavior Specialist License (if applicable), OR
Master’s degree in Psychology, Social Work, Education, ABA, or related field (with ABA coursework)
CPR/First Aid Certification (if required by program)
Education
Master’s degree in Psychology, Social Work, Education, Applied Behavior Analysis, or related Human Services field required (or Behavior Specialist License in accordance with Pennsylvania standards).
Experience
Prior experience conducting FBAs and developing BSPs required
Experience working with individuals with IDD and behavioral challenges preferred
Experience with ODP regulatory compliance preferred
Experience in interdisciplinary collaboration and behavioral data analysis preferred
Technical Skills

Languages
English proficiency required (written and verbal). Bilingual skills preferred.
Driver License
Valid Pennsylvania Driver’s License required. Reliable transportation with active insurance required.
Travel Requirement
This position is primarily office-based but requires periodic travel within Pennsylvania for participant assessments, team meetings, training sessions, and regulatory requirements. On-call and after-hours support may be required as assigned.
