The Bid and Win Work Engineer– Roads and Rail (R&R) will join the Atkins Middle East Planning, Design and Engineering Team and will provide work-winning support to the Roads and Rail Markets. The Win Work Bid Lead reports to the Market WW Head of Department and coordinates with Bid Directors, managers, and various departments—including Technical Capabilities, Legal, HR, and Finance—to enable and support bid activities.

Key responsibilities:

  • Review RFP documents and develop a project and scope summary to aid in the Bid/No Bid decision.
  • Ensure relevant disciplines are briefed on current and upcoming bids within the R&R market.
  • Facilitate and coordinate win work activities (Bid/No Bid meetings, capture planning, storyboarding, lessons learned, etc.).
  • Execute and drive corporate governance processes, systems, and procedures, including but not limited to CRM, ICS, Stage Gates, LoA, PAS, IBTT.
  • Prepare the bid structure and organization in accordance with the specified requirements for bid teams to ensure effective and efficient work and use of time.
  • Liaise with bid teams to ensure a robust response to the requirements is achieved.
  • Gather and issue bid clarifications and queries, review client responses, and share them with relevant disciplines.
  • Prepare the stage gate and LoA presentation deck slides, ensuring the team has the correct level of creative input and coaching support to enable a winning approach.
  • Ensure the legal and commercial team reviews bids.
  • Coordinate the issuance of the bid bond with the finance team.
  • Develop and manage the production of all bid documents—technical, non-technical, and commercial—ensuring they meet required quality standards and time deadlines and to ensure a winning, compliant, error-free document arrives with the client in the correct format, meeting the deadline.
  • Work with the graphic design team to ensure a quality bid response.
  • Prepare EOI letters and qualification statement responses.
  • Generate top-down financial estimates and use benchmarking tools to support financial models.
  • Demonstrate high-level understanding of commercials as required.
  • Take ownership of the R&R Market win work collateral (CVs, Project Sheets, Model Answers, Best Practice Bids).
  • Enact change in the organization by driving improvements and doing things differently.
  • With the support of the Client Manager, lead capture planning / win strategy planning sessions to achieve approvals in line with submission deadlines.
  • Assist the wider team on infrastructure bids and qualification documents as required.

Requirements:

  • The successful candidate will:
  • Lead the bid process from capture stage to project appointment
  • Have experience in the Middle East Engineering Consultancy Sector
  • Be assertive, enthusiastic, and highly organized, methodical, and flexible
  • Possess strong people leadership skills
  • Have confidence to approach colleagues and stakeholders all levels to progress activities and resolve issues.
  • Work under time pressure and deadlines.
  • Be educated to Engineering Degree level, preferably in design/construction related field.
  • Have a minimum of 5 years working in a Project Management, Winning Work, bids and proposals position
  • Ideally have experience of working in a professional services environment, transportation experience desirable
  • Possess Advanced skills in Word, Excel, PowerPoint, Dynamics CRM, Power BI, and Adobe Acrobat InDesign
