Bid Manager

Role Overview


The Bid Manager – Applications & Enterprise Solutions is responsible for managing and executing the full bid lifecycle for application development, enterprise platforms, and system integration opportunities.


This is a hands-on role where the individual is expected to write the majority of the technical proposal content, including solution descriptions, delivery approaches, governance models, and operational frameworks. The role also includes producing BOQs, effort breakdowns, architecture diagrams, and solution visuals, while coordinating inputs from solution architects, delivery teams, finance, and technology partners.

The position supports medium to large public sector, RFPs involving custom software development & maintenance, enterprise applications, ERP/CRM platforms, integration middleware, APIs, cloud-native applications, cloud infrastructure & provisioning, Data AI platforms, multi tower bids and application managed services.


Key Responsibilities

-Own and manage the full bid lifecycle from RFP analysis to submission.

-Act as the technical SPOC producing the bulk of proposal content.

-Develop technical solution write-ups, delivery and governance models, and SoWs.

-Prepare SLAs, KPIs, assumptions, dependencies, and risk registers.

-Develop BOQs, resource plans, and effort estimates in coordination with architects and finance.

-Produce architecture diagrams, integration flows, and delivery visuals.

-Ensure proposal compliance with RFP requirements and evaluation criteria.

-Coordinate inputs from architects, developers, PMO, finance, legal, and partners.

-Support clarifications, workshops, and proposal defenses when required.


Experience Requirements

-8–12 years of experience in IT / technology services.

-8+ years in bid management, presales, or technical proposal writing roles (preferably in public sector)

-Strong background in application development, enterprise platforms, and system integration.

-Proven experience delivering large RFPs, RFQs, and framework agreements.

-Experience supporting GCC, government, or regulated-sector customers is highly desirable.

-Solid understanding of Agile, SAFe, and DevOps delivery models.

-Experience with fixed-price, T&M, and milestone-based contracts.

-Familiarity with Application Managed Services (AMS).


Education & Certifications

-Bachelor’s degree in Computer Science, Software Engineering, IT, or related field.

-PMP or PRINCE2 (preferred)

-Agile / Scrum certification (CSM, PSM, SAFe) (preferred)

-Cloud certification (AWS, Azure, or GCP) (preferred)

-TOGAF (preferred)

Platform exposure preferred:

-Microsoft Stack (Azure services, Power Platform, SharePoint, Dynamics 365 CRM)

-Oracle (EBS, OCI, Fusion, APEX)

-SAP (ECC, S/4HANA, RISE, BTP)

-Integration platforms (APIM, IBM API Connect, MuleSoft, WSO2, Apigee)

-Custom Development (Java, .Net)

-Data & AI products and services


Skills & Competencies

-Excellent English technical writing skills.

-Strong ability to translate architecture into proposal-ready content.

-Proven experience producing BOQs, diagrams, and solution documentation.

-Strong RFP analysis and compliance skills.

-Proficiency in MS Word, Excel, PowerPoint, Visio, or Lucidchart.

-Ability to manage multiple bids concurrently in a remote environment.

-High attention to detail, ownership, and accountability.
