Job Title: Tender Writer / Bid Writer (Long-Term Consultancy)
Overview
We are seeking an experienced, results-driven Tender Writer / Bid Writer to join our team on a long-term basis. The ideal candidate will bring a proven track record of winning bids and securing contracts in the health and social care sector, with deep expertise across CQC, healthcare services, supported living, care homes, local authority tenders, learning disabilities, mental health, and autism services. This role is focused on high-quality proposal writing, bid strategy, and contract documentation that consistently deliver competitive, commercially viable outcomes.

Key Responsibilities
- Lead end-to-end bid/tender processes from pre-procurement qualification through to final submission and contract award.
- Develop compelling, compliant, and commercially viable bid proposals for CQC-regulated health and social care services, including:
- Supported living and care home provision
- Local authority commissioned services
- Learning disabilities, mental health, and autism support
- Translate complex service models, governance, safeguarding, quality assurance, and clinical requirements into clear, persuasive bid content.
- Create winning bid narratives, value propositions, and pricing strategies aligned to client priorities and regulatory expectations.
- Coordinate with internal subject matter experts (operations, clinical, safeguarding, QA, finance) to gather, validate, and critique bid content.
- Maintain a bid library, win themes, case studies, and evidence packs; adapt reusable components to new tenders.
- Ensure all bids comply with applicable framework requirements, procurement rules, and CQC standards; produce compliant risk registers, PDRs, and service level statements.
- Manage bid timelines, governance processes, and submission logistics; monitor feedback and post-bid debriefs to improve future performance.
- Track and report on bid performance metrics, win rate, and identifiable competitive advantages.
- Provide coaching and guidance to junior bid writers and proposal coordinators as needed.
Required Experience and Skills
- Demonstrated success in winning bids in health and social care sectors, with verifiable examples and outcomes.
- Substantial experience writing tenders and contract proposals for:
- CQC-regulated services
- Healthcare services, including acute and community settings
- Supported living and care homes
- Local authority commissioning processes
- Learning disabilities, mental health, and autism services
- Deep understanding of procurement frameworks and tender processes (e.g., OJEU/UK Public Sector procurement, framework agreements, lot structures).
- Strong ability to turn complex service models into clear, compelling bid content; excellent storytelling and copywriting skills.
- Evidence-based approach: able to cite winning bid examples, client value propositions, and outcomes achieved (e.g., contracts won, service improvements, cost savings, quality metrics).
- Proficient in bid management tools and MS Office (Word, Excel, PowerPoint); familiarity with bid portals and eTender platforms.
- Excellent project management, time management, and stakeholder facilitation skills.
- Analytical mindset with strong attention to detail, risk assessment, and compliance.
- Stakeholder engagement: ability to work with operations teams, clinical leadership, safeguarding teams, finance, and external partners.
- Collaborative and proactive communicator who can operate autonomously in a remote environment.
Desirable but not essential
- Relevant professional qualifications (e.g., APMP Certification, PRINCE2 with bid management emphasis, or RICS healthcare framework experience).
- Experience with tenders in other social care settings or private healthcare providers.

- Attach redacted excerpts or summaries of winning sections you authored (strategy, service delivery approach, governance, safeguarding, quality assurance, and risk management) to illustrate your writing quality and consistency.
