We are looking for a high-impact Bidding & Estimation Manager to lead strategic proposals and commercial estimation across major energy, offshore, and industrial opportunities in Saudi Arabia and the region.

This is not a routine tendering role.
This role sits at the center of growth, strategy, execution, and major project wins.

Your Mission

You will lead the full lifecycle of bids and commercial estimations for major projects involving:

• Oil & Gas
• Offshore & Marine Services
• Vessel Operations & Chartering
• Industrial & Infrastructure Projects
• Energy & Utilities
• AI-driven and Digital Transformation Solutions

Your responsibility is simple:

Help Front End win.

You will work directly with leadership, operations, technical teams, OEMs, and strategic partners to create competitive, technically strong, commercially smart proposals that convert into revenue and long-term client relationships.

What You'll Be Doing

Lead Strategic Bids

• Own the end-to-end bidding process from opportunity qualification to final submission
• Lead commercial and technical proposal development
• Build winning strategies for Saudi Aramco, EPCs, utilities, offshore operators, and government projects
• Coordinate across engineering, operations, finance, supply chain, and business development teams

Drive Estimation Excellence

• Develop accurate and competitive cost estimates
• Build pricing models for:
• • Offshore vessel chartering
  • Marine operations
  • Oil & gas services
  • Industrial solutions
  • Logistics and mobilization
  • Manpower and offshore crews
• Analyze project risks, margins, and commercial exposure
• Ensure profitability while maintaining competitiveness

Offshore & Marine Commercial Focus

• Prepare commercial models for:
• • Crew boats
  • Offshore support vessels
  • Marine logistics
  • Offshore maintenance operations
  • Port and vessel-related services
• Understand operational realities of offshore projects, downtime risks, mobilization, compliance, and execution planning
• Work closely with marine operations and technical teams to ensure realistic pricing and delivery capability

Client & Market Engagement

• Support strategic client positioning and pre-tender engagement
• Participate in clarification meetings, negotiations, and commercial discussions
• Build strong relationships with vendors, subcontractors, OEMs, and partners
• Monitor market trends, pricing benchmarks, and competitor positioning

What We're Looking For

Experience

• 7+ years in bidding, estimation, tendering, or commercial management
• Strong background in:
• • Energy / Oil & Gas
  • Offshore & Marine
  • EPC or industrial projects
• Experience with Saudi Aramco, SABIC, or major international and regional EPCs is highly preferred

Technical & Commercial Skills

• Strong commercial acumen and analytical mindset
• Experience preparing complex technical and commercial proposals
• Ability to manage multiple high-pressure deadlines simultaneously
• Understanding of offshore operations, vessel commercial structures, and industrial project costing
• Strong Excel and estimation modeling capabilities
