Position Overview
The Sublette County Recreation Board is seeking a detail-oriented individual to serve as Board Clerk. This position provides essential administrative, bookkeeping, and grant coordination support to the Recreation Board and serves as a primary contact for board members, county officials, funded entities, and the public.
Duties & Responsibilities
Clerk Duties
- Attend all board meetings, hearings, and workshops; reserve meeting space and prepare agendas and meeting packets.
- Record accurate meeting minutes and maintain complete records of all board business.
- Attend relevant County Commissioner meetings; follow up on board action items and report back as needed.
- Assist recreation users, funded entities, and co-entities with event coordination, project planning, and use of county recreation assets.
- Work with the U.S. Forest Service on permit renewals for Nordic trails, warming hut, and shop/garage.
- Serve as daily point of contact for Recreation Board inquiries via phone, email, and text.
Bookkeeping
- Process vouchers, bills, and ACH payments; reconcile bank statements and provide accurate financials to the board.
- Process annual 1099-NEC, 1099-MISC, and 1096 forms.
- Maintain grant and expense budget spreadsheets; track grantee spending against awarded budgets.
- Prepare and submit all financial records to the County Auditor (Aug–Dec) and complete the State of Wyoming audit report by the September deadline.
Budget Process
- Advertise budget hearings; assist grant applicants with applications, financial reports, and compliance throughout the year.
- Assemble grant packets for board review; submit the Recreation Board budget to the County Clerk.
- Coordinate with the County Clerk and Treasurer on budget requests (March–July); attend Commissioner budget hearings and the ratification hearing.
- Prepare grant agreements, award letters, and denial letters; track signed agreements and ensure compliance before disbursing funds.
- Monitor unspent grant balances each May; work with entities on spending or carry-over requests before fiscal year end.
Requirements
- Must be bondable.
- Strong bookkeeping, organizational, and communication skills.
- Proficiency in spreadsheet management and financial record-keeping.
- Experience with grant administration or public sector finance preferred.
