BOILER SAFETY SUPERVISOR - Central/Southern Region

Position Marketing Statement

The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Boiler Safety Supervisor. This position provides the successful candidate with the opportunity to assist in the administration of a statewide program which includes oversight of complex inspections and investigations related to the enforcement of the Illinois Boiler and Pressure Vessel Safety Act for the State of Illinois. The successful candidate will serve as a full-line supervisor and provide training to all field staff statewide. The optimal candidate possesses a high level of knowledge in the areas of steam engineering, operating engineering, boilermaking, steamfitting, and fluid transmission systems. The successful candidate will be required to apply seasoned judgment in arriving at difficult technical decisions and must have obtained a solid working knowledge of the routine practices of mechanical engineering. The ideal candidate possesses good communication skills and the ability to professionally interact with staff and the general public. Essential Functions

• Serves as staff assistant to the Boiler Safety Chief Inspector in the administration of a statewide program of inspection and investigation for the State of Illinois.
• Travels to administer a high-quality program of boiler and pressure vessel safety throughout the State of Illinois.
• Travels to worksites to supervise inspection procedures of insurance companies.
• Travels to direct and participate in inspections and incident investigations of a more complex or difficult nature which require the involvement of staff with advanced knowledge, training, and experience.
• Serves as a working supervisor.
• Promotes and enhances public relations for the Division.
• Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of high school.
• Requires four (4) years of experience as a National Board Commissioned Inspector.
• Requires a valid commission with the National Board of Boiler and Pressure Vessel Inspectors. The possessor of this Commission may also be identified as a National Board Inservice Commissioned Inspector.

Preferred Qualifications

• Prefers five (5) or more years of experience in the application of the Illinois Boiler and Pressure Vessel Safety Act and Rules.
• Prefers five (5) or more years of experience as an inspector in the application and enforcement of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the National Board Inspection Code.
• Prefers five (5) or more years of experience in the areas of steam engineering, operating engineering, boilermaking, steamfitting, and fluid transmission systems.
• Prefers five (5) years or more of experience utilizing flame safeguard equipment, nondestructive examination methods including liquid penetrant examination, radiography, ultrasonic examination, and magnetic particle examination.
• Prefers five (5) years or more of experience utilizing routine practices of mechanical engineering.
• Prefers ability to create and maintain satisfactory working relationships with the general public.
• Prefers ability to prepare clear and concise reports.
• Prefers six (6) or more years of experience visually inspecting and determining causes of malfunctions in high and low pressure steam systems and pressure vessels.
• Prefers ability to analyze complex facts and draw conclusions for proper recommendations from these facts.
• Prefers prior experience inputting information into the provided computer systems.
  Prefers five (5) years of experience in the supervision of subordinate staff i.e. assigning and reviewing work, providing guidance and training, completing performance evaluations, etc.

Conditions of Employment

• Requires the ability to drive a vehicle and navigate to remote locations.
• Requires the ability to pass a background check with self-disclosure of criminal history.
• Requires the ability to travel statewide with overnight stays as appropriate.
• Requires the ability to pass drug screening.
• Overtime is a condition of employment and you may be requested to work overtime including scheduled, unscheduled, or last-minute overtime.
• This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
• Requires ability to physically climb ladders and stairs, crawl, walk, egress through manways and small openings, and wear personal protective equipment as necessary.
