Directs the daily operations of assigned County Branch Library, interprets proper Library policies and provisions of Library services. Maintains positive rapport with the public and other agencies to foster a positive Library image within the community. Supervises assigned Library staff and volunteers. This position is not assigned by building or particular location and requires the flexibility to work at various library branches as assigned. Requires evening and weekend work.

EXAMPLE OF DUTIES
Directs the daily operations of assigned County Branch Library, ensuring branch compliance with all applicable Library and County policies and procedures.Supervises duties of assigned Library staff and volunteers. Supervisory duties include scheduling personnel; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; recommending employee discipline; reviews the work of subordinate staff for completeness and accuracy; offers training, advice and assistance as needed.Collects patron resource requests.Determines optimal placement of shelves, displays, books, etc.Adds brief records, receives and processes periodicals; assists with weeding the collection.Prepare and present Time for Tots programs in cooperation with the Library Director as needed.Develops resource guides; instructs patrons in the use of Library resources and databases.Provides readers' advisory services to patrons; answers reference questions; assists Library patrons in using various resources and equipment of the Library, including the Internet; interprets Library policies and procedures to the public.Performs circulation duties. Checks books in and out; issues Library cards to patrons; places holds on books as requested.Issues and collects fines; accounts for and deposits all monies collected.Coordinates Library activities with local schools, community and special interest organizations, etc., as appropriate.Evaluates the Library collection and patrol resource requests, selects materials and requests purchases.Develops and presents bibliographic instruction programs.Participates in public relations efforts. Prepares news releases; gives presentations to various school, civic / community groups to promote reading and Library services/programs. Attends staff meetings as appropriate.Prepares and submits building maintenance work orders.Collects data for statistical reports as required; prepares and submits Library reports as required.Receives and forwards public inquiries and complaints regarding Library programs and services.Attends professional meetings, conferences and workshops to maintain knowledge of current theories and trends in Public Library operations and technology.Prepares and presents Adult Programs in cooperation with the Library Director. Prepares, processes and submits various documents, including monthly and annual reports, newspaper/media releases, publicity materials and various other reports, memos, correspondence, etc. as needed. Operates a vehicle and a variety of equipment, which includes a computer, printer, scanner, microfilm/fiche, reader/printer, audio-visual equipment, bar code scanner, sensitizer/desensitizer, fax machine, copier, calculator, telephone, etc.Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, County employees, Library patrons, school personnel, volunteers/student and community service workers, vendors, professional peers and the general public of all ages.Assists at other branches as needed.Processes library donations.Shelves library materials as needed; empties book drops daily.Collects interlibrary loan requests.Balances cash register; prepares daily cash report.Opens/closes Library at appropriate times. Prepares computers and office equipment for daily use.Performs a variety of routine office duties as required, which may include but are not limited to typing reports and correspondence, entering computer data, copying and filing documents, answering the telephone, processing mail, etc.Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests. SUPPLEMENTAL INFORMATION
Knowledge of the methods, policies and procedures of the Department Nassau County as they pertain to the performance duties of the Branch Librarian. Knowledge of the functions and interrelationships of County and other Governmental agencies. Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Ability to help ensure Departmental compliance with all applicable laws and regulations. Knowledge of the methods and practices of Public Library operations and administration, including acquisitions, cataloging, circulation, reference services, children’s and adult services, etc. Knowledge of the Dewey Decimal Classification. Knowledge of reference topics and resources and is able to assist patrons in locating and researching information as needed. Ability to consistently provide quality customer service to patrons as required. Ability to make sound, educated decisions. Ability to plan, organize and direct a professional and support staff. Ability to apply supervisory and managerial concepts and principles. Knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Ability to offer instruction and advice to subordinates regarding Departmental policies, methods and regulations. Ability to effectively use the internet and perform information searches online and in the Library database. Ability to use emerging technology for patron services. Ability to use a variety of software applications and to maintain awareness of new and changing technology. Ability to operate standard office and Library equipment such as computers, copiers, fax machines, etc. Ability to assist patrons with downloading e-materials to various devices. Ability to deal with diverse elements simultaneously. Ability to use electronic data. Ability to offer training and assistance to co-workers and employees of other departments as required.Ability to work in a team setting with the willingness and ability to assist and support co-workers’, contribute ideas and maintain flexibility. Ability to adapt to a rapidly changing environment. Skilled in public relations. Ability to take the initiative to complete the duties of the position without the need of direct supervision.
