Advertised Job Summary
Join the University of South Carolina’s Office of Budget and Planning and play a key role in advancing data-driven financial decisions that support the University’s mission.
  • Support the development and oversight of the University’s annual and multi-year budgets, ensuring accuracy, compliance, and alignment with strategic priorities.
  • Analyze financial data through variance, trend, and forecasting techniques to provide actionable insights for leadership decision-making.
  • Prepare clear, compelling financial reports and presentations while maintaining accurate data across budgeting tools and systems.
  • Partner with departments across campus to provide budget guidance, answer inquiries, and communicate financial insights.
  • Contribute to special projects and process improvements within the Office of Budget and Planning to enhance budgeting operations.

Job Related Minimum Required Education and Experience
Requires a bachelor’s degree in a job related field and 4 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Required Certification, Licensure/Other Credentials

Preferred Qualifications
Master’s degree in business related field, CPA or 5 years related experience preferred.

Knowledge/Skills/Abilities
  • The Budget Analyst will have strong analytical skills, integrity, sound judgment and excellent oral, written and interpersonal skills.
  • Budget work demands the production of large volumes of high quality work in relatively short time periods.
  • The ability to manage the successful completion of multiple concurrent projects along with day-to-day tasks is essential.
  • A high level of confidentiality is required as are strong organizational skills.
  • The ability to work as a strong team player is expected.

Collaborate with unit contacts and university leaders to assist in the preparation of the annual budget, ensuring accuracy, compliance with regulations, and alignment with institutional goals. will also monitor departmental expenditures against budget allocations, identify discrepancies and work with the departments to implement corrective actions as needed.

Conduct in-depth financial analysis, including variance analysis, trend analysis and forecasting to provide insights and recommendations for optimizing budgetary decisions, and also assist in long-term financial planning by participating in the development of multi-year budget projections and financial models.
