Position Summary & Responsibilities
Position Summary:
The Budget Analyst supports KDADS in managing and overseeing the agency’s budget, grants, and contracts. This role prepares fund allocations, monitors expenditures, and ensures compliance with state and federal requirements while providing fiscal guidance to program staff and leadership. The analyst manages federal and interfund draws, develops revenue forecasts, and assists in compiling the agency’s final budget submission to the Governor’s Office. In addition, the position analyzes funding data across multiple funds and agreements, tracks federal grant reporting and sub-grantee payments, and delivers ad hoc financial reports to executive leadership and oversight entities under strict deadlines.
Job Responsibilities may include but are not limited to the following:
Grants and Contracts
Supports KDADS in managing fiscal activities related to agreements, grants, and contracts. This role ensures compliance with state and federal regulations, provides technical assistance to program staff, and prepares financial reports to support agency operations and federal reporting requirements.
Key Responsibilities
Agreement Management: Oversee fiscal activities for grants and contracts, including advising program staff on award processes, compliance with KDADS policies and federal regulations, and proper use of templates, amendments, and renewals. Monitor agreements, track expenditures, resolve billing discrepancies, and complete fiscal close-outs. Develop tools and reports to evaluate program costs, identify trends, and ensure agreements are funded according to budget plans.
Federal Reporting: Track expenditures for federal grants, assist with grant applications and reporting, and prepare required financial reports for federal, state, and private funding sources. Ensure accuracy and compliance with reporting standards.
Special Projects: Support fiscal year-end activities, audits, and special reporting requests. Maintain organized grant and contract files in compliance with state retention schedules and recommend improvements to reporting systems and processes.
Technical Assistance: Provide guidance to program staff and serve as a liaison with grantees and contractors on fiscal management, reporting requirements, and policy issues. Identify discrepancies and propose solutions to improve accounting systems and procedures.
Reporting: Prepare financial reports to track federal, state, and other awarded funds. Reports support quarterly, annual, and special requests from legislators, budget offices, and advocacy groups, ensuring transparency and effective fiscal management.
Budget
Supports the Director of Budget in preparing, managing, and monitoring the KDADS Agency budget. This role is responsible for fund allocation, expenditure tracking, cost analysis, and compliance with state and federal requirements. The position also provides fiscal guidance to program staff, assists with federal grant budgets, and serves as a key contact for budgetary issues across assigned areas.
Key Responsibilities
Assist in the preparation and integration of the KDADS Agency budget, including allocation of State General Fund, Fee Fund, and Federal funds.
Monitor and reallocate funds, FTEs, and other resources throughout the year to maintain budget objectives.
Collaborate with program staff to assess budget needs, prepare program and grant budgets, and review submissions for accuracy and compliance.
Track expenditures against budget and provide regular reporting to program staff and leadership.
Advise the Director of Budget on fiscal issues, prepare responses to leadership and legislative requests, conduct cost-benefit analyses, and recommend program funding priorities.
Assist in compiling the final agency budget to the Governor’s Office, ensuring alignment with agency goals, Secretary’s priorities, and federal mandates.
Support the Cost Allocation Plan (CAP) process, including data analysis, system updates, and compliance with CMS requirements.
Manage federal and interfund draws, ensuring compliance with grant rules, Medicaid funding requirements, and state treasury guidelines.
Prepare financial reports comparing expenditures, revenues, and staffing to budget limitations, recommending adjustments to prevent financial issues.
Coordinate and respond to budget amendments, appeals, and legislative adjustments; prepare fiscal notes and summaries of legislative actions impacting agency policy.
Develop revenue forecasts, oversee fund balances, and ensure compliance with statutory limitations on non-entitlement funds.
Will cross-train and assist other employees in the work unit in accomplishing assignments as necessary.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.
Minimum Requirements:
Four years of experience in collecting, evaluating, studying, or reporting on statistical, economic, fiscal/budget, legislative or administrative data.
Unrestricted Driver’s License
Preferred:
Experience with state accounting system (SMART) and state budget system (IBARS).
Strong proficiency in Excel and Microsoft Office products.
Four years of experience in accounting, business, economics, finance, statistics, or closely related field.
