Budget Analyst

Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You Will Do

Build and track budgets, reconcile and verify fiscal transactions, prepare OAKS journals to upload transactions, and ensure fiscal coding is correct and aligns with the ODJFS Cost Allocation Plan (CAP). You will post journals, reconcile accounts, and turn complex data into clear insights. This job fits someone who likes to learn and wants to understand how ODJFS funding works.

Weekly Responsibilities:

  • Prepare budgets: Build and manage operating and capital budgets. Forecast costs. Track spending from the General Revenue Fund (GRF), grants, and contracts.
  • Analyze trends: Use trend and cash‑flow analysis to spot variances and funding needs. Build grant spending plans using data from state systems.
  • Report clearly: Create Excel reports and charts. Explain results in plain language. Prepare audit documents for the Ohio Auditor of State.

Tools you will use:

  • OAKS (Financials).
  • CAPIS and the Cost Allocation Plan (CAP) for coding and funding splits.
  • Microsoft Excel (formulas, pivots, charts. Power Query or Power BI, if used).
  • Other business intelligence tools used by ODJFS.

Preferred qualifications:

  • Experience in budgeting/accounting/finance and data analysis.
  • Strong written and verbal communication; ability to tailor your message to different audiences.
  • Skill in Microsoft Excel (advanced formulas, pivot tables, charts).
  • Critical thinking, problem solving, and careful attention to detail.
  • Ability to pivot and reprioritize tasks during busy weeks and meet deadlines.

Bonus qualifications:
Experience with OAKS (Financials), CAPIS, CAP, speedcharts, and audit records.

Schedule: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Location: This position is headquartered at the James A. Rhodes State Officer Tower - 30 E. Broad Street, Columbus, OH 43215

Travel: Occasional travel within the state of Ohio.

Qualifications

The ideal candidate, at minimum, must have the following:

Option 1:

  • 3 years’ experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Option 2:

  • Completion of undergraduate core program in accounting, public finance, public administration or business administration.


AND

  • 12 months’ experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Option 3:

  • Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).


Option 4:

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s OCSEA Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $30.55 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
