DESCRIPTION
:

The Budget Analyst 2 position is responsible for grant management, budget tracking, and analysis for various types of budgets (each with its own set of rules). This position provides support to budget managers across campus and works independently to ensure fiscal compliance, performing investigative work, and preparing invoices and reports regularly. This position assists with the fiscal aspects of multiple budgets from start to finish, maintaining accurate and detailed financial records to successfully close each budget at the end of the fiscal period. The Budget Analyst 2 position maintains financial stewardship at Edmonds College by applying knowledge of local policies and procedures while ensuring compliance with grant guidelines and all federal and state laws.


This is a classified position reporting to the Director of Budgeting.

RESPONSIBILITIES AND DUTIES INCLUDE:

  • Provide overall fiscal and budget support to the Finance Office and to budget managers and support staff throughout the college. This will include financial data to allow for verification and internal control support.
  • Set up grants and create budget plans within the college¿s PeopleSoft (ctcLink) system
  • Perform cost analysis and maintain detailed records
  • Prepare financial reports as necessary for grantors
  • Coordinate with grant/contract managers to update plans, submit revisions, prepare invoices and close out grants
  • Monitor revenue, verify expenditures for appropriateness, ensure compliance, and make adjustments as necessary
  • Track and analyze expenditures and balances, working with budget managers to resolve any issues or discrepancies
  • Calculate and prepare paperwork for indirect entries
  • Prepare and submit invoices for Federal, State, and local grants and assist with drawing down revenue funds for grants and/or contracts
  • Monitor deposits and pass-through reimbursements and correct any discrepancies
  • Review grant/contract documents, various reports and coding in accordance with grant specifications and monitor time and effort reporting for compliance
  • Work with auditors during monitoring visits, supplying needed fiscal data and addressing any concerns
  • Collaborate with the budget/finance team in the development, implementation and maintenance of college fiscal policies and internal control processes related to grants/contracts
  • Serve as a budget, grant, and fiscal resource for the campus, providing support and training for budget managers


REQUIRED QUALIFICATIONS
:

  • Education and/or experience in accounting, budgeting, bookkeeping, or in a related financial area
  • Experience managing or tracking budgets
  • Proficient in Microsoft Office and/or Google Applications
  • Strong organizational skills with the ability to prioritize, multi-task and meet established timelines
  • Ability to work both independently and as part of a team
  • Excellent customer service skills, utilizing professionalism and sound judgement in difficult situations
  • Effective communication skills with the ability to explain complex budget information clearly and concisely
  • Attention to detail with a high degree of accuracy
  • Strong analytical abilities and problem solving skills

DESIRED QUALIFICATIONS
:

  • Bachelor¿s degree in accounting, finance, statistics, or related field
  • At least two years of experience with accounting, budgeting, bookkeeping, or related financial skills
  • Experience working with grant and contract budgets
  • Work experience in higher education, preferably in Washington State
  • Experience working with an online grant management system
  • Familiar with state, federal and other private grantor guidelines/regulations
  • Knowledge of OFM (Office of Financial Management) regulations and GAAP (Generally Accepted Accounting Principles)
  • Experience with ctcLink or PeopleSoft


PHYSICAL WORK ENVIRONMENT
:

Work is typically performed in an office setting and requires using a computer and standard office equipment. Excellent communication skills, both oral and written, are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not a native language.

Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met. Work is performed at Edmonds College and in a variety of local settings.

Positions in this class typically require: operating a computer, communicating, observing and repetitive motions. Exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently to transport, put, install, remove, or otherwise move objects, including the human body.


WORK SCHEDULE
:

Monday - Friday 8am - 5pm.


COMPENSATION
:

Salary range 50. Beginning salary is $52,920 - $59,844 annually, with progressive increases to $71,148 plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 3 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
