CLASS DEFINITION
A Budget Analyst DPW acts as the leader and coordinator of a budget team and performs complex budget and management analysis and fiscal research. Work of this class may lead budget/fiscal analysts, but does not involve full supervisory duties or responsibilities.
Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical effort.
MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have bachelor's degree in business, public administration, public policy, economics, accounting, statistics, political science or operations research from an accredited college or university.

AND
EXPERIENCE: Have two years of experience in the analysis of budgets, management operations, government programs, statistics, economics, public policy, legislation or systems.
OR
NOTES EQUIVALENCIES: Have a master’s degree in business, public administration, public policy, economics, accounting, statistics, political science or operations research from an accredited college or university may substitute for one year of the experience requirement.

KNOWLEDGES, SKILLS, AND ABILITIES
  • Knowledge of budgetary principles and practices.
  • Skill in the techniques and application of management research and analysis.
  • Skill in the utilization of standard business software programs such as spreadsheets, word processing, database, presentation and graphics programs.
  • Ability to act as a technical expert on specific agency budget areas.
  • Ability to coordinate budget processes, including budget planning, control, forecasting, preparation and publishing.
  • Ability to advise and represent superiors on budget matters.
  • Ability to conduct complex and sensitive budget and management studies and special assignments, analyze findings and make effective recommendations.
  • Ability to provide direction and leadership to a team of budget/management analysts.
  • Ability to review and guide the work of others.
  • Ability to establish and maintain effective relationships with City agency managers and other personnel.
  • Ability to express ideas and abstract thoughts clearly in oral or written form.
  • Ability to make presentations before groups and respond to questions and defend information efficiently and effectively.
Background Check

Probation
All people, including current City employees, selected for this position must complete a mandatory six-month probation.
Eligibility
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

Education Accreditation
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
Selection Process
All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. Examination Process

Applicants must provide sufficient information on their application to show that they meet the qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months.

The examination will consist of a rating of your education, training, and experience as presented in your application and as they relate to the requirements of the position. You may be required to complete supplemental questions to further examine specific Knowledge, Skills and Abilities of the position. Therefore, it is important that you provide complete and accurate information on your application.
Financial Disclosure
This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
