The Prince George’s County Department of Public Works & Transportation (DPW&T) is currently seeking qualified applicants to fill a Budget Management Analyst, (Budget Management Analyst 3A) grade A24 position, in the Office of Administrative Services.

About the Position
This is senior level professional and administrative staff work in all phases of budgetary development and administration or management analyses projects. Incumbent is responsible for assisting in budgetary development for the Agency’s operating, grants, and capital budgets. Incumbent is also responsible for conducting budgetary/management with a high degree of independent judgment. Work is performed in line with established policies, procedures and regulations, and under the general supervision of the Budget Management Analyst IV.

About the Agency
The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area - all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

Examples of Work



  • Assists in the preparation of the annual General Fund, Washington Suburban Transit Commission, and Enterprise Fund Operating and Capital Improvement Projects (CIP) budgets for the Department as instructed by the Office of Management and Budget (OMB).
  • Prepares budget projections, analyzes and compiles the annual current expense budget for DPW&T, building spreadsheets to analyze prior year’s data, analyzing enhancement requests and assisting in drafting budget narrative statements.
  • Attends all budgetary meetings with OMB, County Executive staff and County Council. Attends annual budget school and confirms budget instructions are followed when assisting in budget preparation.
  • Prepares and presents monthly budget data to immediate supervisor, and periodically with Agency leadership.
  • Monitors all accounts and provides regular status updates to supervisor. Prepares analytical reviews to ensure compliance with program budgets, goals and objectives. Collects and prepares data for periodic reports to the Agency’s Leadership Team.
  • Provides assistance in support of the administration and management of Agency’s finance and budget planning and reporting protocols.
  • Develops and implements Agencywide technical trainings related to Budget and Fiscal efforts. Assists with development of Fiscal Standard Operation Procedures (SOPs).
  • Develops and implements Agencywide Operating and Capital Improvement Spend plans; revises spend plans based on budgetary adjustments as needed.
  • Completes funds reservations for operating, grant, and CIP program needs. Maintains funds reservation report related to current available funding balance.
  • Assists with Fiscal Closeout Year End Close activities (i.e. AP/AR, Purchase Order analysis, general fiscal analysis, etc.).
  • Completes statistical analyses, preparing reports of findings and recommendations regarding budgetary.

  • Reconciles expenditures in the monthly financial reports against the departmental master budget and prepares adjusting journal entries, as required, to balance accounts.
  • Accurately compiles data using appropriate reporting formats to ensure compliance with program requirements.
  • Presents assigned analysis, information and reports, both written and oral, in a clear, accurate and concise manner, which can be readily understood with only an occasional need for clarification or revision.
  • Assures that the assigned work is accurately presented to staff and superiors, and they are advised of pending actions and problems.
  • Provides data related to audit requests (i.e. operating data, other information sensitive and confidential in nature, etc.)
  • May lead team projects or efforts related to current or historical Fiscal analysis and various special projects.
  • Participate as a critical/essential employee in the Department's Snow and Ice Control Program and other emergency/special activities as assigned.

Qualifications



Minimum Qualifications
  • Bachelor’s degree from an accredited College or University in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
  • Two (2) year of progressively responsible administrative and budgeting experience.
  • Possess and maintain a valid driver's license.
Any equivalent combination of relevant training, education and experience may also be considered.

Preferred Qualifications
  • Considerable knowledge of budget cycle and requirements of preparing the County's annual budget document.
  • Considerable knowledge of the research and statistical principles, methods and procedures applicable to government budgeting and accounting, or management analyses, and data processing.

General Plan Information:

The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
