Description
Kentucky Department of Veterans Affairs (KDVA) is located in Frankfort, Kentucky and oversees five long term care facilities for veterans, five cemeteries for veterans, and benefits coordinators in all regions of the state. The Department also has several programs serving homeless veterans, women veterans and veterans seeking employment.
The Budget Specialist II provides assistance to the Budget Manager in the development of the Departmental budget and is also responsible for oversight of procurement processing and assisting with coordination of grant proposals and of grants awarded to the Department.
KDVA is looking for a career-minded, self- motivated and energetic Budget Specialist II to work in our Frankfort Office, and who possesses the skills, knowledge and desire to perform the following:
The Budget Specialist II provides assistance to the Budget Manager in the development of the Departmental budget and is also responsible for oversight of procurement processing and assisting with coordination of grant proposals and of grants awarded to the Department.
KDVA is looking for a career-minded, self- motivated and energetic Budget Specialist II to work in our Frankfort Office, and who possesses the skills, knowledge and desire to perform the following:
- Strong knowledge of the eMars system
- Strong knowledge of Excel
- Background in procurement strongly preferred
- Working knowledge of state budget process
- Project management skills
- General accounting skills
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Incumbents working in this job title perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
