Are you passionate about analyzing budget data and excited to be part of a growing organization? Business Oregon, the state’s economic development agency, is hiring a full-time, Limited Duration Budget Support Analyst (Fiscal Analyst 2) within the Fiscal & Budget Services (FABS). This is a great opportunity to contribute to meaningful financial work, support critical agency operations, and play a key role in ensuring effective budget management within a dynamic and evolving team.
This is a Limited Duration position and is currently approved through June 30, 2027, with possible extension based on funding and workload. This recruitment will be used to establish a list of qualified candidates to fill the current positions and may be used to fill future vacancies.
Note: We are also considering a job rotation opportunity. A current State of Oregon employee may elect to be considered as a job rotation candidate. To be eligible, you must be a State of Oregon employee in regular status who has completed trial service, or a limited duration employee. Temporary, volunteer, and contract employees are not eligible for job rotations. Written approval from your manager is required to apply and must be attached to your application. This job rotation is anticipated to last until June 30, 2027, with possible extension based on funding and workload.

Budget Preparation & Execution - Monitor available allotment to ensure sufficient expenditure authority is available each quarter
Prepare draft - quarterly allotment plans which are reviewed and approved by the Senior Budget Analyst.
Assist in updating cost allocation - spreadsheets (e.g., state government service charges, facilities, etc.).
Prepare monthly budget - status reports for small programs or divisions.
Budget Presentation Materials - Assist with preparing the agency’s budget documents for Agency Request, Governor’s Budget, and Legislatively Adopted Budget processes
Monitor deadlines - send out inquiries about essential materials
Update organization charts - program narratives, and charts/graphs.
Position Management - Personal Services Budget - Prepare and update bi-monthly personal services projections for review by Senior Budget Analyst.
Update Workday - position coding
Generate Workday - personnel related reports as needed
Maintain position - tracking spreadsheet
Prepare financial reports - as requested by management
Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
OR
Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
OR
Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.
A graduate-level degree in any of the above areas may substitute for four of the five years.

Advanced Excel skills, including creating clear and accurate financial reports, dashboards, and data visualizations for diverse audiences.
Experience developing financial queries using business intelligence tools, such as Oracle Business Intelligence Enterprise Edition (OBIEE), Power BI, and the State’s DataMart.
Experience maintaining and managing financial data, including updating key fields and datasets across financial systems such as ORBITS, ORPICS, Workday, and SFMS.
Experience tracking and monitoring financial data, including maintaining records, reconciling data, and supporting financial controls and processes.
Experience preparing and analyzing budget reports, including program-level, division-level, and organization-wide financial reporting.

The mission of the Oregon Business Development Department, dba Business Oregon, is to invest in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy.
The Operations Division serves every part of the department and includes Fiscal and Budget Services; Employee Services; Information Technology; Communications and Research; Policy, Rules, and Contracts; and Internal Audits.
The Fiscal & Budget Services (FABS) is comprised of twelve positions. The division provides accounting and budget services for the agency. FABS is responsible for the oversight & management of the department’s $2 billion budget. FABS also ensures compliance with all legal & reporting requirements related to budget and accounting. It supports all other divisions in the department in delivering services to Oregon companies, business and industry groups, and communities.

This position is a classified, full-time position, non-exempt and is not represented by a union.
This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
