Building Inspection Engineer

ROLE PURPOSE

The Building Inspection Engineer functions as an independent in-house auditor for Emirates Properties' portfolio of properties. The role provides the management with objective, evidence-based assurance on building condition, maintenance quality, vendor performance, and frontline staff discipline. The incumbent is not responsible for executing repairs — the mandate is strictly to inspect, audit, report, and escalate, preserving independence from the operations being reviewed.

Duty Area

Description

Building Exterior & Common Areas

Conduct scheduled inspections of building façades, entrances, lobbies, corridors, staircases, lifts, parking areas, rooftops, landscaping, and perimeter walls. Document defects, safety hazards, cleanliness issues, and cosmetic concerns with photographic evidence and location tagging.

Utility & Technical Rooms

Inspect pump rooms, electrical rooms, LV/MV panel rooms, generator rooms, water tanks, BMS rooms, STP, chiller plants, and civil defence systems. Verify housekeeping, access control, labelling, logbooks, and compliance with DCD, DEWA, and regulatory requirements.

Move-In & Move-Out Inspections

Perform detailed unit condition assessments at tenant move-in and move-out. Capture standardized photos, record meter readings, document damages beyond fair wear and tear, and produce inspection reports used for security deposit reconciliation and handover.

Maintenance Works Audit

Carry out unannounced random inspections of ongoing and completed maintenance jobs raised through Service Requests. Verify workmanship quality, material used, job closure authenticity, and tenant satisfaction to detect ghost jobs and rework risks.

Watchman Supervision & Training

Supervise building watchmen across the portfolio. Check uniform standards, personal hygiene, attendance, duty logs, visitor registers, and adherence to SOPs. Deliver on-the-job training on building operations, emergency response, tenant handling, and reporting discipline.

AMC Vendor Oversight

Audit AMC vendor site visits for lifts, firefighting systems, HVAC, pest control, cleaning, STP, gensets, and MEP systems. Verify attendance against AMC schedules, validate checklists, review service reports, and escalate non-compliance to the AMC coordinator and FM Manager.

DLP (Defect Liability Period) Inspections

Systematically inspect buildings within their DLP window to identify latent defects, workmanship issues, and warranty-recoverable items. Coordinate with the DLP and projects team to ensure timely claims against contractors before DLP expiry.

Reporting & Audit Function

Act as the independent auditor for every assigned building. Submit standardized inspection reports, maintain an inspection calendar, track close-out of findings, and flag repeat offenders, systemic gaps, and vendor performance trends.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree or Diploma in Civil, Mechanical, Electrical, or Building Services Engineering.
  • 3–6 years of relevant experience in building inspection, facilities management, MEP supervision, or property handover/DLP audits — preferably within the UAE real estate or FM sector.
  • Working knowledge of Dubai regulatory frameworks: Dubai Municipality, DCD (Civil Defence), DEWA, RERA, and Ejari requirements.
  • Familiarity with common MEP systems, firefighting and life safety systems, lifts, and building envelope defects.
  • UAE driving licence is mandatory — the role requires daily travel across the portfolio.

TECHNICAL & BEHAVIOURAL COMPETENCIES

  • Strong observational discipline and attention to detail — able to identify defects and non-compliance that others overlook.
  • Auditor's mindset: independent, impartial, and resistant to informal pressure from site teams, vendors, or watchmen.
  • Proficient in digital inspection tools, mobile reporting apps, photo documentation, and basic spreadsheet/report writing.
  • Clear written English for producing standardized inspection reports; working Arabic, Hindi, or Malayalam is an advantage for watchman interactions.
  • Physical ability to access rooftops, plant rooms, tank rooms, and confined utility areas safely.
  • Integrity and professional conduct — the role is built on trust in the accuracy of what is reported.

KEY PERFORMANCE INDICATORS

  • Inspection coverage: 100% of assigned buildings inspected per the approved monthly/quarterly schedule.
  • Report turnaround: inspection reports submitted within 24 hours of site visit.
  • Defect close-out tracking: percentage of flagged findings closed within target timelines.
  • Random audit catch-rate: ghost jobs, rework, and AMC no-shows detected and substantiated.
  • DLP recoveries: value of defects identified and successfully claimed against contractors before DLP expiry.
  • Watchman compliance score: uniform, hygiene, logbook, and SOP adherence across assigned sites.

Pay: AED2,500.00 - AED4,000.00 per month
