The Council on Recovery is a 501(c)(3) nonprofit organization whose mission is to lead the community in creating a path to freedom from substance abuse and related issues.
The Building Services Manager is a critical leadership role responsible for overseeing all aspects of The Council’s building operations, maintenance, and facilities management. Located in the heart of central Houston, The Council on Recovery has a 4-acre campus, which is home to two office buildings, a conference center, and a multi-level parking garage representing approximately 63,000 square feet.
The Building Services Manager is responsible for ensuring a safe, efficient, and comfortable environment for all clients, visitors and staff; managing all building systems (HVAC, electrical, plumbing, fire safety, security, etc.); overseeing preventative maintenance programs; managing vendor relationships; and leading the building services team. The Manager will play a key role in strategic planning for facility needs, optimizing operational costs, and implementing sustainable building practices.
Responsibilities
Strategic Planning & Leadership:

Develop and implement long-term strategic plans for building maintenance, operations, and capital improvements.

Provide leadership and direction to the building services team, fostering a culture of excellence, accountability, and continuous improvement.

Collaborate with senior leadership to align building services with organizational goals and objectives.

Identify and implement best practices in facilities management and building operations.
Operations & Maintenance

Oversee the day-to-day operations and maintenance of all building systems, including HVAC, electrical, plumbing, fire safety, security, building management systems, and IT troubleshooting.

Develop, implement, and manage comprehensive preventative maintenance programs to ensure optimal performance and longevity of all building assets.

Respond to and resolve emergency situations related to building systems and infrastructure promptly and effectively.

Ensure compliance with all relevant building codes, safety regulations, and environmental standards

Provide management and operational oversight for The Council’s community recovery space including contract management, staffing, coordination of event management and logistics, and collaboration with internal and external stakeholders

Track and report community recovery space utilization, trends and forecasts

Manage space planning, reconfigurations, and moves as needed.
Team Leadership & Development

Manage building services staff (3-4), maintenance, housekeeping, security, and community service workers

Set clear performance expectations, conduct regular performance reviews, and provide opportunities for professional development.

Foster a collaborative and high-performing team environment.

Supervise and assign tasks to Community Service workers and liaise with Harris County Community Supervision and Corrections Department
Budget & Financial Management

Develop, manage, and adhere to annual operating and capital budgets for building services.

Identify cost-saving opportunities and implement energy efficiency initiatives.

Negotiate and manage contracts with vendors, suppliers, and service providers.

Monitor expenses and ensure financial accountability.
Vendor & Contractor Management

Source, evaluate, and manage relationships with external contractors and vendors for specialized services (e.g., janitorial, landscaping, security, specialized equipment maintenance).

Ensure all vendor services meet quality standards, budgetary constraints, and contractual obligations.
Health, Safety & Security

Develop, implement, and enforce building safety and security protocols.

Conduct regular safety audits and inspections.

Oversee emergency preparedness plans, including evacuation procedures and disaster recovery.

Ensure a safe working environment for all staff and building occupants.

Schedule and coordinate campus security officers
Project Management

Oversee and manage building renovation projects, construction, and infrastructure upgrades from planning to completion.

Coordinate with architects, engineers, contractors, and internal stakeholders to ensure successful project delivery.
Requirements
-
Education: Bachelor's degree in Facilities Management, Construction, Engineering, Business Administration, or a related field.

Experience: Minimum of 8 years of progressive experience in facilities management, building operations, or a related field, with at least 3 years in a leadership or directorial role.
Technical Skills

Strong understanding of building systems (HVAC, electrical, plumbing, security). IT systems strongly preferred.

Knowledge of relevant building codes, safety regulations, and environmental standards.

Proficient in Microsoft Office Suite
