The Manager, Business Analysis is a senior leadership role accountable for owning, transforming, and professionalizing the Business Analysis capability across EGA and RAK government, while also operating as the lead senior Business Analyst on complex, high-impact, and strategically critical initiatives.


The role is EGA's government-wide Business Analysis leader and principal practitioner, responsible for defining, embedding, and governing business analysis standards, methodologies, tools, documentation, and ways of working across both Waterfall and Agile delivery models. The post holder is expected to be the strongest and most credible Business Analyst in the organization, setting the benchmark for excellence through their own hands-on delivery.


The Manager, Business Analysis builds a deep understanding of government strategy, policy, regulatory context, and departmental operations, and operates as a trusted advisor to senior business and executive stakeholders. The role is responsible for translating complex, ambiguous, and cross-government business needs into clear, high-quality, traceable, and outcome-focused requirements, ensuring effective decision-making, solution design, delivery, and organizational change.


The role combines a build mandate with ongoing operational accountability. The Manager, Business Analysis is responsible for establishing the function’s operating model, standards, tooling, and governance, while leading a growing team of business analysts and personally owning the most complex and strategically significant analytical work across EGA’s delivery portfolio. The role requires someone equally comfortable setting the direction for the discipline and working hands-on to deliver high-quality analysis on critical initiatives, with the professional credibility to be recognized as the strongest business analyst in the organization.


Educational and Professional Qualifications

  • Bachelor's degree in Business Administration, Information Systems, Computer Science, Engineering, or a related field is required.
  • Master's degree or postgraduate qualification in a relevant field is preferred.
  • CBAP (Certified Business Analysis Professional) or BCS International Diploma in Business Analysis is strongly preferred.
  • Additional certifications in Agile (PMI-ACP, SAFe) or project management (PMP, PRINCE2) are an advantage.


Experience

  • 8 to 12 years of demonstrable professional experience in Business Analysis, operating in complex, multi-stakeholder, enterprise-scale or government environments.
  • Proven experience performing senior-level, hands-on business analysis on complex initiatives involving multiple departments, regulatory or policy constraints, and significant organizational change.
  • Demonstrated experience leading and uplifting Business Analysis capability, including the definition of standards, methods, documentation, and ways of working across teams or organizations.
  • Proven track record of delivering high-quality business analysis outcomes that materially improve decision-making, solution design, delivery effectiveness, and business change outcomes.
  • Extensive experience working across Waterfall, Agile, and hybrid delivery models, with the ability to adapt analysis techniques, artifacts, and governance appropriately.
  • Strong experience engaging with senior and executive stakeholders, operating with credibility as a trusted advisor, and resolving ambiguity, competing priorities, and complex requirements.
  • Experience contributing to or leading business cases, feasibility studies, and investment assessments, ensuring clarity of scope, value, risks, and dependencies.
  • Experience working closely with delivery, architecture, QA, and technology teams, ensuring requirements remain traceable, controlled, and aligned to intended business outcomes throughout delivery.
  • Government or public sector experience is strongly preferred; GCC regional experience is a further advantage.
