Location: Annapolis, MD & Baltimore, MD (Hybrid/Telework Eligible)
Schedule: Full-time, 40 hours/week (8:00 a.m.–4:30 p.m.)
Contract Term: 10 months (anticipated start December 1, 2025)


About the Role

Applied Technology Services is seeking a Senior Business Analyst to support the Comptroller of Maryland (COM) driving continuous improvement initiatives within the Unclaimed Property and Field Enforcement Divisions. This role offers the opportunity to make a direct impact on the efficiency, accuracy, and security of critical state operations.

As a Business Analyst, you will collaborate with COM staff to identify opportunities, design solutions, and deliver measurable improvements across business processes, systems, and workflows. This is a hands-on role for a professional who thrives on problem-solving, process reengineering, and delivering tangible results.


What You’ll Do

You will lead and support projects that enhance operational performance, including:

  • Process Documentation & Training – Develop clear, comprehensive documentation and training materials for existing business processes.

  • Internal Controls – Identify gaps and recommend solutions to strengthen compliance and accountability.

  • Technology & Tools – Partner with technical teams to design or enhance workflows and tools within COM’s technology environment (Excel, SharePoint, Power BI, ServiceNow, KAPS, Revenue Premier).

  • Process Reengineering – Redesign workflows to improve efficiency, accuracy, cost-effectiveness, and employee satisfaction.

  • Quality Assurance – Provide testing and support for business processes migrating into new applications.

Each Division will benefit from at least two significant projects during the contract term. Deliverables will include:

  • A written project proposal with measurable objectives and performance metrics

  • A detailed Standard Operating Procedure (SOP) for reviewed processes

  • A close-out report with recommendations, risk analysis, and outcome evaluation


Qualifications

Required:

  • Minimum 3 years of experience in business process analysis, documentation, SOP development, or process reengineering

  • Bachelor’s degree in Business Administration or related field

  • Professional certification such as CBAP, PMI-PBA, CAPM, or equivalent

Preferred:

  • 3+ years of project management experience with responsibility for delivering complex initiatives on time and within scope
