Business Analyst

Summary of Work

This position is both hands-on and strategic, requiring direct involvement in requirements gathering, data analysis, dashboard and report development, and system or process discovery. You will work closely with executive leadership, program managers, end users, and IT teams-translating business needs into data solutions, supporting business process improvements, and guide the effective use of data across a diverse statewide organization. Key responsibilities include the following.

Strategic Data & Business Analysis:

  • Lead and support agency-wide data initiatives to improve data quality, accessibility, and consistency across DOCR.
  • Conduct core business analysis tasks, including requirements gathering, workflow documentation, process mapping, and stakeholder facilitation.
  • Facilitate cross-functional collaboration to define business problems, clarify analytical needs, and enhance data processes.
  • Support development and implementation of data governance standards, definitions, and quality practices.
  • Analyze and document current workflows, identify gaps, and support system and data improvement efforts.

Analytics, Reporting, & Insights:

  • Develop and refine dashboards, datasets, and reports with end users to meet operational and analytical needs.
  • Maintain and improve analytical tools, reporting systems, and data models supporting operations, leadership, and reporting requirements.
  • Analyze data to identify trends, risks, and opportunities for improvement.
  • Translate complex data into clear, actionable insights for diverse stakeholders.
  • Ensure data accuracy and consistency across systems, resolving data quality issues as needed.

Project, Process & Change Leadership:

  • Lead or support projects involving business analysis, documentation, and clear communication.
  • Collaborate with staff and tech teams to resolve data and reporting issues with sustainable solutions.
  • Support training and change management to improve adoption of data-driven tools.
  • Contribute to process improvements through data-informed analysis and recommendations.


Minimum Qualifications

  • Requires a bachelor's degree in data science, statistics, business analytics, information systems, criminal justice analytics, public administration, business administration, project management, or closely related field.
  • At least three (3) years of hands-on work experience in data analysis, business analysis, reporting, or related analytical work.

The preferred candidate will possess the following work experience:

  • Five or more years of experience in data, business analysis, or related analytical roles.
  • Proficiency in tools like Power BI, Excel, SQL, or similar platforms.
  • Work experience with business analysis for complex systems, including requirements gathering and documentation.
  • Background in data governance and data quality improvement.
  • Strong skills in data modeling, analysis, visualization, and advanced analytics.
  • Ability to communicate complex information to diverse stakeholders.
  • Work experience with cross-functional collaboration and organizational change.
  • Strong interpersonal skills to build trust and drive team outcomes.
