>>About the Digital Government Advisory Team


KPMG India’s Digital Government Advisory (DGA) practice helps government bodies modernize public services through technology. It offers strategic consulting, digital architecture, and sector-specific solutions across areas like transport, water, justice, and finance. The team enables large-scale e-Governance, data analytics, and automation to improve efficiency and citizen experience.


>>About the Role:

We are seeking skilled Business Analysts to support large-scale IT and digital transformation initiatives in Leh/Ladakh. The role involves end‑to‑end requirement management, documentation, analysis, and coordination with government stakeholders. Candidates with prior experience in government IT projects or digital governance frameworks will be preferred.


>>Key Responsibilities:

 Gather, analyze, and document business requirements, converting them into clear and actionable deliverables.

 Prepare and maintain comprehensive project documentation including BRD, FRS, SRS, use cases, user stories, UAT test cases, user manuals, process flows, wireframes, and presentations.

 Support website and application development projects by validating requirements and ensuring user‑centric design and functionality.

 Assist in procurement activities, including RFP creation, technical evaluation, and bid process coordination.

 Collaborate with Project Leads, government departments, vendors, and cross‑functional teams for seamless project execution.

 Develop dashboards, MIS reports, and perform data analysis to support decision‑making and governance.

 Provide consultancy on KPI identification, data preparation, visualization, and analytics.

 Conduct stakeholder discussions, requirement walkthroughs, training sessions, and workshops.

 Offer insights on emerging technologies such as AI/ML, Data Analytics, Blockchain, IoT, and microservices, and evaluate their applicability in government ecosystems.

 Identify process gaps and recommend process improvement and digital governance best practices.



>>Required Qualifications & Experience:

 Bachelor’s degree in IT, Computer Science, or a related field.

 0-6 years of experience in business analysis within IT/digital transformation projects.

 Strong experience in requirement gathering, documentation, and stakeholder communication.

 Ability to work with multidisciplinary teams and manage interactions with government stakeholders.

 Detail-oriented, analytical, proactive, and adaptable.


>>Preferred Skills:

 Prior experience working on government IT projects, especially in Union Territories.

 Exposure to website/application development lifecycle.

 Knowledge of AI/ML, Data Analytics, IoT, Blockchain, and microservices-based architectures.

 Understanding of e‑governance, IT policies, and digital transformation frameworks .

 Proficiency in documentation and process mapping

 Excellent communication and stakeholder management

 Ability to manage multiple tasks and work under tight timelines

 Competence in using BI tools for dashboards and visualizations
