Brief Job Description:
The Texas Department of Family and Protective Services (DFPS) is seeking a Business Analyst III for a full-time position within the IT Department's Application Development team. This position and will report directly to the Business Analyst Manager.
As a Business Analyst III on the Application Development team, this position is responsible for performing advanced (senior-level) business and data analysis tasks. This includes gathering, developing, and documenting user stories, defining acceptance criteria, and evaluating and improving business processes and tools. The primary focus of the BA III is to collaborate with internal and external agency stakeholders to analyze, gather, and document reporting requirements and data needs for software development projects, system enhancements, and production defects. This role will work closely with the Data Management team, the ODSI team, and various stakeholders or customers to provide status updates on defects and enhancements while managing and maintaining the backlog of data requirements for ongoing and upcoming initiatives. The ideal candidate should have a strong understanding of the Agile framework, as well as expertise in data manipulation, extraction, and validation processes. Additionally, this role requires knowledge of data warehouse dimensional modeling and experience with leveraging ETL tools and frameworks to design, develop, and optimize data pipelines.
This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other Austin offices(s) may be required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):

Performs advanced data analysis to support defect resolution or enhancement projects.

Gather and document user stories and acceptance criteria.

Host/Contribute to Agile Scrum events such as Daily Stand ups, Sprint Planning, Refinement sessions, etc.
- Engage with internal and external agency stakeholders to gather and document reporting requirements and data needs.

Contribute, Maintain, and prioritize the backlog for the Data Management team.

Provide regular updates to agency customers and stakeholders on the status of defects and enhancement requests.

Work with ETL tools and frameworks to design, maintain, and optimize data pipelines.
-
Conducts work sessions with users and project team members to document requirements, develop use cases, and/or technology solutions.
-
Assists Business analysts from project teams to ensure reporting and data requirements are gathered and delivered within project timelines working with Data Management and ODSI.

Participates in release activities and application development implementation activities.

Develops and coordinates other special projects and performs other duties as assigned.

Train other business analysts on using SQL to perform analysis.
Knowledge, Skills, and Abilities (KSAs):

Ability to use SQL queries to join and pull data from various databases.

Ability to write SQL scripts to transform, filter, sort, and group data according to business needs.

Initial Screening Criteria:

Graduation from an accredited College or University
- Degree in computer science, computer information systems, management information systems, or a related field, preferred.

Work experience may be substituted for education on a year-for-year basis.

At least three (3) years’ full-time experience in data analysis, data integration, and ETL processes.

Business Analysis experience is preferred
-
DFPS program experience preferred
