The Application Project, Relationship, and Quality Management Unit within the Division of Management Services is seeking applicants for a Business Analyst / Scrum Master position. Position Summary


This position is responsible for performing the work of IT Business Analyst. This position is responsible for building relationships with state school district and library operations to understand information technology (IT) needs and provide service. This position provides technical assistance and support to staff in the Wisconsin Department of Public Instruction, local educational agency staff, and other community agencies in the planning, design, development, training, implementation, and review of IT solutions. This position assists the Applications Development and Management Team in the execution of the Agile\Scrum development methodology. This position will work with program area leads and external customers to gather system requirements and to prioritize requests; lead and participate in project development meetings, status report meetings, sprint planning sessions, and all other meetings concerning the group; develop product roadmap, setup and maintain Scrum board, managing and prioritizing the product backlogs, implementation plan, system deliverables, monitoring the work and responsible for the overall delivery of the product/project.

Salary Information


This position is in classification IS Business Auto Spec. Depending on qualifications, the salary will be between $42.00 - $51.49 per hour (approximately $87,360 - $107,099 per year). For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire. This position is in pay schedule 07, range 33. A one-year probationary period will be required.

This position offers excellent benefits. The State of Wisconsin is a qualifying employer for the federal Public Service Loan Forgiveness Program.

Job Details


Remote Work: This position has the option of working 100% remote with a requirement that the employee is expected to have access to secure high speed internet. DPI employees are generally expected to work within the state of Wisconsin. Advance approvals are required to have an out-of-state telework site. Remote work flexibility will be discussed in more detail during the interview process.

Headquarters: The position is headquartered at 201 W. Washington Ave. in Madison, WI, and employees are required to report there on their first day of employment. In addition, the employee may need to report to their headquarter location as operational needs require. Reimbursement for traveling to or from the employee’s headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.).

Pre-hire requirements: A criminal background check will be conducted prior to an offer of hire.

Legal authorization: Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., without DPI sponsorship). The Department of Public Instruction does not sponsor visas, either at time of hire or at any later time.

Qualifications

A minimally qualified applicant must have
all the below:


  • Experience analyzing business requirements to formulate, justify, or discuss design alternatives (e.g., conducting requirements workshops with requesters, documenting current and future state of business processes and/or applications, working with project managers to identify scope and risks, brainstorming solutions and writing recommendation/decision papers, etc.)
  • Experience performing user acceptance testing activities (e.g., conducting demos, UAT test plan creation, communication of test results, prioritizing defects with Product Owners and Subject Matter experts, etc.)
  • Experience with agile/scrum development methodologies and practices
  • Experience with data analysis and use of tools and techniques to compile data and create reports

Please note that a college degree is not required for this position.

Well-qualified applicants will also have:

  • Experience with K-12 educational data
  • Experience creating Structured Query Language (SQL) queries
  • Experience working as a product owner (e.g., prioritizing requirements, defining product road maps, securing funding working with different groups, signing off on requirements, creating stories and maintaining product backlog, etc.
  • Experience with application programming interfaces (API) APIs (e.g., managing projects that involve API development, integration, or consumption, coordinating with external vendors or third-party services that provide or require APIs, translating business requirements into API-related deliverables or vice versa, etc.)
