Business Development Manager (BDM) in a Manpower Supply / Staffing Company

Key Roles & Responsibilities

1. Client Acquisition & Sales

  • Identify and target potential clients (construction firms, FM companies, hotels, industrial projects, EPC contractors, etc.)
  • Generate leads through cold calling, networking, site visits, exhibitions, and referrals
  • Pitch manpower solutions (skilled, semi-skilled, unskilled, white-collar, short-term or long-term)
  • Prepare and negotiate commercial proposals, rate cards, and contracts
  • Close deals and meet monthly/quarterly revenue targets

2. Account Management & Relationship Building

  • Maintain strong relationships with existing clients
  • Act as the main point of contact for manpower requirements and escalations
  • Upsell or cross-sell additional manpower categories or services
  • Ensure client satisfaction and contract renewals
  • Conduct regular client meetings and site visits

3. Understanding Client Manpower Needs

  • Analyze client project requirements (quantity, skill level, duration)
  • Coordinate with recruitment and operations teams to ensure availability
  • Advise clients on optimal manpower deployment models
  • Provide solutions for urgent, bulk, or project-based staffing needs

4. Market & Competitor Analysis

  • Monitor market trends, manpower demand, and pricing in the UAE
  • Track competitors’ rates, services, and client movements
  • Identify new sectors or geographic areas for expansion
  • Provide management with market intelligence and growth opportunities

5. Coordination with Recruitment & Operations

  • Liaise with recruitment teams to ensure timely sourcing of manpower
  • Coordinate mobilization, onboarding, and deployment schedules
  • Ensure replacements and backup manpower are available when needed
  • Support operations in resolving manpower performance or attendance issues

6. Contract & Commercial Management

  • Draft and review contracts in line with UAE labor laws
  • Ensure pricing covers visa costs, WPS, accommodation, transport, and insurance
  • Monitor profitability of contracts and control cost leakage
  • Manage contract amendments, extensions, and rate revisions

7. Compliance & UAE Labor Law Awareness

  • Ensure manpower supply complies with:
  • MOHRE regulations
  • WPS requirements
  • Visa and work permit rules
  • Health & safety standards
  • Educate clients on legal manpower deployment practices
  • Coordinate with PRO / HR teams on documentation and approvals

8. Reporting & Performance Tracking

  • Maintain CRM and sales pipelines
  • Prepare sales forecasts, revenue reports, and client status updates
  • Track KPIs such as:
  • New client acquisition
  • Revenue growth
  • Contract renewals
  • Client retention

9. Networking & Brand Representation

  • Attend industry events, trade fairs, and networking sessions
  • Build relationships with contractors, consultants, and project managers
  • Promote company brand and reputation in the market

Skills & Competencies Required

  • Strong B2B sales and negotiation skills
  • Knowledge of UAE manpower and staffing market
  • Understanding of labor law basics
  • Excellent communication and relationship management
  • Commercial awareness and pricing strategy skills
  • Ability to work under pressure and meet targets

Must-Have
✔ Bachelor’s degree
✔ 5+ years manpower industry experience
✔ Strong UAE labor law knowledge
✔ Proven sales & negotiation skills
✔ UAE driving license
