Business Development Manager - Construction

Position Summary

The Business Development Manager is responsible for managing the end-to-end bid and proposal process for underground construction projects, including utility, civil, and infrastructure work. This role assists in the preparation, review, and administration of contractual proposals and ensures all bids are accurate, competitive, and compliant with customer requirements and company standards. The Business Development Manager collaborates closely with estimating, operations, procurement, and executive leadership to deliver high-quality proposals that align with strategic business objectives.

Essential Duties and Responsibilities

  • Manage and coordinate the preparation, review, and submission of bids and proposals for underground construction projects.
  • Analyze bid documents, specifications, drawings, and contract requirements to determine scope, risk, and pricing strategy.
  • Prepare detailed cost estimates including labor, materials, equipment, subcontractors, and overhead.
  • Negotiate specifications, pricing, and terms for materials, equipment, manpower, and subcontracted services.
  • Collaborate with operations, field leadership, and procurement to validate constructability, schedules, and resource requirements.
  • Ensure all bids comply with contractual requirements, customer standards, and internal policies and procedures.
  • Secure all required internal approvals prior to bid submission in accordance with company authorization protocols.
  • Maintain bid calendars, deadlines, and documentation to ensure timely and accurate submissions.
  • Participate in bid review meetings and provide executive-level summaries of risks, assumptions, and margins.
  • Support post-bid activities including clarifications, revisions, and negotiations with clients.
  • Maintain historical bid data, pricing trends, and market intelligence to support future bids.
  • Assist with contract handoff to project management and operations teams upon award.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Business, or a related field required.
  • Minimum 5 years of experience in estimating, bidding, or proposal management within underground, utility, or heavy civil construction preferred.
  • Strong understanding of underground construction methods, materials, and cost drivers.
  • Proficiency in estimating software, spreadsheets, and proposal management tools.
  • Excellent analytical, organizational, and attention-to-detail skills.
  • Strong written and verbal communication skills with the ability to interact effectively with internal teams and external stakeholders.
  • Ability to manage multiple bids simultaneously and meet strict deadlines.
  • Knowledge of contract terms, risk management, and construction procurement practices.

Preferred Skills and Attributes

  • Experience with public and private utility contracts.
  • Familiarity with DOT, municipal, and utility owner specifications.
  • Strong negotiation and problem-solving abilities.
  • Ability to work independently and collaboratively in a fast-paced environment.

Work Environment

  • Office-based with periodic travel to job sites, client meetings, and pre-bid conferences.
  • Occasional extended hours may be required to meet bid deadlines.
