Jefferson is seeking Business Development Operations Specialist to support our growth team.
This role is fully remote. This position requires that applicants reside in the United States and have legal authorization to work in the U.S. Applicants must maintain U.S. residency for the duration of their employment.
The annual salary range for this position is $120,000.00-$130,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
The Business Development Operations Specialist is a high-impact member of the Growth Office responsible for driving the systems, intelligence, and execution infrastructure that enables successful business development and capture activities.
This role sits at the center of the organization’s growth engine, ensuring leadership and capture teams have accurate, timely, and actionable pipeline intelligence to make confident pursuit decisions. The ideal candidate thrives in fast-paced, detail-driven environments, enjoys working with data and tools, and takes pride in bringing structure, visibility, and efficiency to complex business development workflows.
This role blends business development operations, opportunity intelligence, and AI-enabled workflow optimization to improve speed, visibility, and decision readiness across the pipeline. Key Responsibilities
Business Development Operations & Pipeline Management
Serve as the operational backbone of the Growth Office, ensuring consistent execution of business development processes and workflows.
Own maintenance and accuracy of BD trackers, pipeline tools, and reporting systems to ensure leadership visibility into all active opportunities.
Manage and organize business development materials, templates, and internal knowledge repositories to ensure consistency and accessibility.
Drive coordination across capture, proposal, and account management teams to ensure alignment, readiness, and timely execution of actions.
Capture Support & Opportunity Coordination
Coordinate capture operations including scheduling, logistics, and cross-functional alignment to ensure execution readiness for all capture activities.
Conduct research and intelligence gathering using primary and secondary sources, including GovWin and related GovCon tools, to support opportunity evaluation.
Support development of materials for capture reviews, gate decisions, and internal pursuit discussions.
Track and drive follow-up on action items from capture and BD meetings, ensuring accountability and closure across stakeholders.
Coordinate engagement with technical SMEs and functional leads to support readiness for capture sessions and working groups.
Tools, Systems & Data Management
Serve as a power user of GovWin, CRM systems, SharePoint, and other government contracting business development platforms.
Maintain structured SharePoint environments for capture and BD documentation, ensuring version control, accessibility, and consistency.
Support continuous improvement of BD workflows, templates, and tracking systems to improve efficiency, data integrity, and visibility.
Leverage AI-enabled tools and automation workflows to accelerate opportunity research, synthesize intelligence, streamline tracking updates, and improve capture readiness outputs.
Association & Industry Engagement Operations
Manage organizational memberships across key government and industry associations.
Maintain and operate an Associations Calendar, including events, attendees, and engagement tracking.
Monitor association updates, newsletters, and industry intelligence sources to identify relevant engagement and opportunity signals.
Coordinate internal attendance at events and support decision-making on participation.
Track association budgets, renewals, and expenditures.
Support identification and coordination of award submission opportunities.
Maintain structured association records and ensure institutional knowledge is organized and accessible.
Required Qualifications
Bachelor’s degree or equivalent combination of education and experience.
Minimum of 5 years of business development experience within the government contracting industry.
Hands-on experience with GovWin, SharePoint, and CRM or pipeline management tools.
Preferred Qualifications
Experience supporting capture and proposal development activities in a GovCon environment.
Strong understanding of federal business development workflows and opportunity lifecycle management.
Demonstrated ability to work independently in a fast-paced, deadline-driven environment.
Formal training in capture management or proposal development methodologies.
Experience leveraging AI tools or automation to improve business development efficiency and workflow performance.
