Brief Job Description:
Performs managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Develop standards for achieving goals.
  • Define and establish measurable goals and objectives aligned with the mission, vision, and strategic plan.
  • Develop and implement standards, benchmarks, and metrics to ensure clarity in achieving program goals.
  • Lead the identification of priorities and appropriate performance indicators to assess progress toward established goals.
  • Collaborate with leadership to align departmental standards with organizational strategies, ensuring consistency across programs.

Respond to legislative inquiries and requests for information and participate in developing legislative appropriation requests.
  • Provides support in collaboration with DFPS Government Relations in responding to legislative inquiries related to ODSI, and requests from legislators and external stakeholders, on agency related legislation.
  • Supports development of biennial budget and Legislative Appropriations Requests (LAR) data for the divisions, and coordinates budget priorities with agency leadership.

Participate in or oversee strategic communication efforts.
  • Manages informative and critical communications regarding ODSI operations and provides input on strategic communications that impact the agency, as applicable.

Oversee the collection, organization, analysis, and preparation of reports.
  • Develop reports for various levels of stakeholders in support of the program.
  • Oversees collaboration with agency programs for reporting and data to develop data reporting strategies and support agency program analyses.

Develop long-range and short-term plans.
  • Develops and directs long-range and short-term strategic plans to advance ODSI’s mission, aligning objectives, resources, and priorities to support agency-wide operational and data-informed initiatives.
  • Oversees and supports the resolution of complex technical and data challenges, applying creativity, innovation, and expert judgment to ensure data practices remain current, modern, and capable of supporting both short-term needs and long-term organizational goals.

Administer and direct programs in a specific area.
  • Develop and implement program goals and objectives in alignment with the ODSI’s and DFPS’s mission and strategic plan.
  • Create and enforce policies, procedures, and operational guidelines to ensure program compliance with regulations and standards.
  • Oversee daily operations of the assigned divisions, ensuring efficient and effective service delivery.
  • Monitor and evaluate program performance using data-informed metrics, identifying areas for improvement.

Directs program activities and/or business functions within a department or division.
  • Directs planning, implementation, coordination and evaluation of ODSI operations by establishing leadership guidance.
  • Responsible for being subject matter expert and develops strategies for effective management and improvement of ODSI operation.
  • Implements practice and policy changes without disruption to department services

Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Establishes or refines data and analytical processes within their teams.
  • Ensures success of data-related projects within DFPS by implementing long-range and short-range plans for the agency to track, analyze and understand to support agency leadership in improving outcomes.
  • Identifies risks and trends in division operations and develops risk mitigation strategies.
  • Identifies systemic issues, policy conflicts, knowledge and process gaps and deficiencies, and oversees implementation of improvements.
  • Ensures continuity of ODSI team with well-defined and documented processes.

Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Set and defines goals and objectives in alignment with the agency’s strategic plan, ensuring that tasks and initiatives are harmonized with the ODSI strategic goals to support the overarching mission of the agency.
  • Provides leadership, strategic direction, and planning for ODSI and coordinates with agency leadership to implement program policies and achieve goals.

Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Monitors ODSI budget alongside the CDAO and Deputy CDAO, to include assessing and making determinations regarding budget requests and expenditures to manage resources, needs, and priorities for program operations.
  • Escalates items that have a major impact to ODSI budget.

Develops policies, procedures, and guidelines; and monitors compliance.
  • Guides implementation and policies around data and analytics.
  • Provides input on data standards within the enterprise data policy to aid in decision making and improving agency outcomes.
  • Escalate review and finalization of standards/practices defines, especially as it impacts the agency data policy.

Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Leverages available tools and data to plan, develop, and approve schedules, priorities, and standards for achieving ODSI and agency goals.
  • Directs evaluation activities to ensure ODSI and agency goals meet or exceed expectations.
  • Develops and supports the design and implementation of special projects, initiatives and assignments related to division activities to assess efficiencies, productivity measures and standards, and to meet organizational needs and agency program requirements.

Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Represent ODSI as necessary in meetings, legislative sessions, conferences, boards, or other equivalent committees.
  • Serves as a liaison and subject matter expert to internal and external entities and stakeholders.
  • Develops, establishes, and facilitates intra-agency and external workgroups, meetings, teams, and committees to support division operations and programs.

Reviews and approves management, productivity, and financial reports and studies.
  • Review and evaluate management reports, including ODSI performance metrics, operational summaries, and project updates, ensuring accuracy, completeness, and alignment with organizational objectives.
  • Analyze productivity reports to assess the efficiency of operations, identify trends, and recommend strategies for improvement.
  • Examine financial reports, including budget, expenditure summaries, and forecasts, to ensure fiscal accountability.
  • Ensure all reports adhere to internal policies and regulatory requirements, identifying and addressing discrepancies or errors.

Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Review data-related audits, internal audits, and research studies and provides guidance on ODSI operations to promote efficient and effective delivery of data-informed analysis and evaluation services.
  • Manages informative and critical communications regarding program operations.

Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.
  • Provide direct oversight to management-level staff as well as support teams, ensuring adherence to organizational policies, regulatory standards, and established procedures.
  • Act as a subject matter expert, guiding staff in understanding compliance requirements, operational policies, and industry best practices.
  • Monitor staff activities to assess alignment with organizational goals and regulatory mandates, offering corrective feedback.

  • Deep understanding of business intelligence (BI) platforms, tools, and best practices (e.g., Tableau, SQL, etc.).
  • Comprehensive knowledge of data architecture, data governance, and the principles of enterprise reporting and analytics.
  • Knowledge of organizational strategies and priorities related to data utilization and decision-making.
  • Understanding of regulatory, compliance, and security considerations in enterprise-wide data management.
