The Division works closely with regional transit providers, local governments, and federal partners to plan, fund and oversee programs that enhance mobility, reduce congestion, and improve quality of life. Through its work, the Division ensures the effective delivery and oversight of multimodal transportation services that connect communities and support sustainable development statewide.

Why does the job exist?

This position exists to ensure the efficient and compliant operation of the Transit and Rail Division by providing centralized administrative, financial, and operational support.

The Business Operations Analyst role is critical for coordinating office management functions, supporting procurement and budgeting activities, maintaining asset and inventory controls, and facilitating human resources and training processes. By serving as a liaison across multiple functional areas¿including finance, procurement, asset management, safety management, and human resources.

This position enables division leadership and staff to focus on delivering transit and rail programs while ensuring adherence to state and federal requirements, including federally funded program compliance.
How does it get done?

The Business Operations Analyst carries out responsibilities by coordinating across multiple functional areas and applying established policies, systems, and procedures to support division operations. Key responsibilities include managing daily office operations through organization of communications, scheduling, and records management

Coordinating meetings and maintaining calendars using standard office systems; and supporting safety initiatives by developing and delivering monthly safety meetings and working closely with Risk Management. Financial and procurement responsibilities are performed by preparing and processing purchase orders and vouchers, and serving as the bureau's lead for processing all division per diems and travel reimbursements to ensure compliance and accuracy within the SHARE system

Tracking expenditures; reconciling accounts; and ensuring compliance with state procurement rules and federal funding requirements. The position monitors budgets and prepares monthly financial reports using spreadsheets and financial tracking tools to analyze variances and support decision-making. Asset and inventory management is conducted through maintaining accurate records, performing annual certifications, tracking equipment and fleet usage, and coordinating surplus and disposition processes in accordance with established guidelines.

The role also supports human resources and training functions by coordinating recruitment activities, reviewing training requests, and ensuring proper recordkeeping and compliance with internal procedures.

Ideal Candidate

Minimum Qualification

High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions

Work is primarily performed in a standard office environment with frequent use of personal computers, telephones, and other office equipment, including extensive interaction with Visual/Video Display Terminals (VDTs). The position requires prolonged periods of sitting, keyboarding, and conducting virtual or in-person communications. Occasional travel may be required to attend meetings, trainings, and conferences.
