ABOUT THE POSITION




The County of Riverside's System Reporting Unit at Riverside University Health System's Behavioral Health Department seeks a Business Process Analyst II for the System Reporting Divisions in Riverside.

The selected candidates will be responsible for focusing on a designated area, such as billing, fiscal reporting, or operations reporting. They will develop a deep understanding of the department’s business process flow to their area of focus to ensure accurate and timely production of required reports. The candidate will use their expertise in MS SQL and WinSQL coding, as well as tools like PowerBI, Crystal Reporting, MS Access, and MS Excel, to create, modify, and repair reports and dashboards. They will be expected to create complex queries and build or adjust PowerBI dashboards and tables within the stated applications. Additionally, the candidate must be comfortable using advanced Excel features, including creating spreadsheets with complex formulas independently. They will collaborate with various teams across the organization, communicate findings clearly to all audiences, and be adaptable to short turnaround times for ad-hoc reports and projects.

Desired Qualifications:
  • Proficiency in MS SQL and WinSQL coding
  • Experience with PowerBI, Crystal Reporting, MS SQL, WinSQL, MS Access, and MS Excel
  • Ability to create and modify queries as needed
  • Experience building, modifying, and repairing PowerBI dashboards and tables within stated applications
  • Mid-level experience with Excel, including the ability to create spreadsheets with complex formulas independently

Schedule:
9/80 Friday - Day Shift (Remote work may be an option, depending on training requirements/completion, and will be at the department's discretion).

EXAMPLES OF ESSENTIAL DUTIES

  • Conduct system analysis and design of business process involving evaluation of current and proposed information; determine available and emerging technology hardware and software; provide cost and benefits analysis.
  • Develop and document user requirements for new and existing systems, processes, and applications; prepare and maintain project documents, requirements, reports, feasibility studies, and quality assurance for controls standards.
  • Select and recommend software based on systems analysis, evaluation of products, and vendors; create requests for proposals (RFPs) or requirement specifications.
  • Serve as business process resource on all matters involving the support, maintenance, enhancement, and upgrade of the County's integrated enterprise systems; provides functional support, analysis, and design specifications, as needed, to programming staff.
  • Coordinate and participate in the design and evaluation of business processes required for the implementation of enterprise systems and upgrades; analyzes new components to determine if previously modified processes can be eliminated and/or if new release will also require modification; conduct system testing to ensure that the new release provides the expected results throughout the business cycle.
  • Evaluate requirements and develops design specifications for new or modified business processes; evaluate existing county business process models to identify potential areas for automation and streamlining; designs and implements resulting automated processes.
  • Analyze labor relations proposals during the County's negotiation process and state and federal legislation to evaluate the ability to implement needed system changes; design alternative, comparable counter-proposals needed for system compatibility.
  • Coordinate with business process managers and departmental staff to adopt system changes needed for new/modified public programs and services; test all changes prior to final implementation to ensure appropriate results.
  • Coordinate with user departments on new/changed local ordinances and labor agreements, legislation, reporting, and regulations.
  • Design, implement, and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.
  • Identify and resolve production problem areas and corrects system set-up when production errors are identified; work directly with vendors for resolution of underlying system program problems; search corporate Web sites for posted resolutions and fixes to resolve identified problems.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree in public/business administration, human resources, finance, computer science, information systems, or a related field to the assignment. (Additional qualifying experience in a functional support area may substitute for education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Experience: Two years of professional level experience with business systems, information technology, program applications, business processes and procedures, and financial reporting and data, or other accounting experience.
Valid California driver's license and auto insurance are required for driving during work hours.
