Description

The City of Richmond, Department of Public Utilities is seeking a Business Systems Analyst (Project Synergy Reporting Lead). The Project Synergy reporting lead will be responsible for designing, developing and managing reports and Data Analytics dashboards within Oracle Analytics Cloud (OAC) environment in support of critical business operations and data driven decision making. The Reporting lead ensures data accuracy, enhances reporting capabilities and provides leadership in creating a robust reporting framework that supports all business functions. This position will work closely with business teams to understand reporting needs, develop standardized and custom reports, in support of business objectives. The role requires strong understanding of data structures, relational database data querying, data analytics, report and dashboard creation, and data governance

Duties include but are not limited to

Reporting Strategy and Architecture:

  • Develop and maintain a comprehensive reporting strategy aligned with business objectives.
  • Design the architecture of reporting solutions within Oracle Analytics Cloud, ensuring scalability, performance, and security.
  • Establish the best practices, standards, and governance for reporting implementations across the organization

Report Development and Maintenance:

  • Design, develop, and deploy reports and dashboards using Oracle Cloud reporting tools.
  • Ensure data accuracy and consistency across all reports and analytics solutions.
  • Create and maintain documentation of reporting processes, standards, and procedures.

Collaboration and Stakeholder Management:

  • Work closely with business stakeholders to gather and understand reporting requirements.
  • Collaborate with IT and data teams to ensure data integrity and availability.
  • Provide training and support to end-users on Oracle Cloud reporting tools and solutions.

Performance Optimization:

  • Monitor and optimize the performance of reporting solutions.
  • Troubleshoot and resolve issues related to report generation and data extraction.

Compliance and Security:

  • Ensure reporting solutions comply with organizational data governance and security policies as set forth by the City of Richmond Department of Information Technology (DIT).

Continuous Improvement:

  • Stay updated with the latest Oracle Cloud features and industry best practices from reporting perspective.
  • Identify opportunities for improving reporting processes and solutions.
  • Lead or participate in projects to enhance reporting capabilities and user experience.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in information technology Accounting, Business or related field
  • One year of business systems analysis experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Oracle certifications (e.g., Oracle Cloud Infrastructure, Oracle Analytics Cloud) preferred.
PREFERRED TRAINING AND EXPERIENCE:
  • Minimum of 5 years of experience in a reporting or analytics role
  • At least 5 years of experience with Power BI reporting tools.

KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge (some combination of the following):

  • Strong knowledge of Oracle Cloud applications including Oracle Cloud Reporting Tools
  • Proficiency in SQL and PL/SQL.
  • Familiarity with data warehousing and ETL processes.
  • Familiarity with data visualization tools and techniques.


Skills (some combination of the following):

  • Analyzing and interpreting data in area of focus to identify current processes and look for deficiencies
  • Assisting customers and end-users as needed
  • Creating reports
  • Evaluating the processes and workflow within area of focus
  • Maintaining systems or databases such as Oracle, MUNIS, etc.
  • Managing assigned projects in area of focus such as through project feasibility, timelines, scope, process efficiency, resources, etc.
  • Preparing reports for people in of area interest
  • Testing updates for databases and software within area of focus
  • Training others in area of focus when necessary

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly perform repetitive motions, hear, talk, finger, and see; frequently stand, reach, stoop, balance, and walk; and occasionally kneel, crouch, crawl, reach, and lift. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
