Business Systems Analyst- SDA/TLT

Summary

This recruitment is to fill a Special Duty Assignment or Term Limited Temporary Position that is anticipated to last for 1 year.

King County Business Resource Center (BRC) is seeking a Business Systems Analyst to join our team! The BSA is a member of the BRC Financials and Procurement Team (FPS) and would be assigned to the subsection Business Continuity and Improvement team (BCI). The role involves analytical thinking to evaluate and triage incoming tickets, performing routine maintenance, and system updates to support essential business functionality.

ABOUT THE BUSINESS RESOURCE CENTER OVERVIEW: The BRC oversees King County’s business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies.

BRC Director’s Office: This team provides guidance to the BRC and advises county leaders on strategies to enhance the county’s ERP business systems. They also manage the day-to-day operations of the BRC in support of continuous improvement and a cohesive team approach to govern, manage and support the county’s ERP systems.

BI Insights Team: This team specializes in developing and managing business intelligence analytics across our suite of Oracle ERP applications and SAP Concur. This team also collaborates and works closely with our business partners and county departments to deliver meaningful analytics in support of county business operations. The team is committed to expanding the use of analytics tools and enhancing ERP data governance across the county.

Financials and Procurement Team: This team specializes in Oracle EBS Financials and Procurement, Oracle Procurement Cloud and Supplier Cloud, and SAP Concur travel systems. The team collaborates with our business partners and county departments to deliver finance, procurement, travel expense and treasury services across all county business operations.

HR and Payroll System Team: This team specializes in PeopleSoft HR, payroll, and retirement systems, collaborating with our business partners and county departments to deliver HR, benefits, and payroll services across all county business operations.

Shared Services Team: This team specializes in training, change management, and help desk support, along with system security, administration, and licensing. There is also a highly skilled and technical team of DBAs who manage day-to-day running and performance of the systems in Oracle Cloud Infrastructure as well as coordination of system updates and patches.

Job Duties

To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:

  • Analyze and triage incoming support requests by interpreting sometimes vague or incomplete user descriptions to accurately categorize, prioritize, and route tickets. Responsibilities include distinguishing break fix issues, enhancements/ projects, training issues, and non-system requests; assessing urgency; escalating critical issues; and providing reasonable target completion estimates, while balancing independent judgment with appropriate collaboration.
  • Execute routine and ad-hoc system updates according to defined maintenance schedules (bi-weekly, monthly, quarterly, and annual), including tax updates, patching, integrations, workflow maintenance, and system administration tasks. Consistent schedule adherence and attention to detail are critical to maintaining system accuracy and integrity.
  • Create and maintain system and operational documentation, including configuration documentation, functional specifications, user education/training material, business process, procedure documentation, process flows, troubleshooting/support documentation, and test scenarios and scripts.
  • Engage in resolving low- to medium-complexity tickets as a pathway for professional growth, while helping the team maintain focus on higher-impact initiatives.
  • Engage in equity and inclusion initiatives through allocated work time dedicated to learning, self-reflection, open dialogue, and continuous improvement toward a more inclusive workplace culture.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO:

  • Have a strong background in functional or business analytical support of an extensive complex ERP system (such as Oracle EBS, Oracle Financials and procurement cloud, EPM, or SAP Concur), workflow analysis, business systems design, and process re-engineering.
  • Have knowledge of Lean, standard support processes and systems, project methodologies.
  • Have the ability to analyze customer requests regarding system support, configuration updates, execute routine and ad-hoc system updates according to defined maintenance schedules (bi-weekly, monthly, quarterly, and annual)
  • Are self-driven and reliable, demonstrating initiative to work under pressure to meet deadlines, with attention to detail and minimal direction.
  • Continually expand their knowledge and use creativity and problem-solving skills to identify and troubleshoot system issues proactively.
  • Have proven interpersonal skills with a customer focus, maintaining professional working relationships with team members, business partners, and agency staff.
  • Balance a strong work ethic with a positive attitude and sense of humor!

Supplemental Information

WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.

UNION REPRESENTATION: This position is represented by Protec17: Information Technology.

WORK LOCATION: The BRC FPS team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
