About the Indiana State Budget Agency (ISBA):
The Indiana State Budget Agency pursues excellence in fiscal decision-making and fiscal results on behalf of the Governor and in support of the General Assembly. We assist with revenue forecasting, budget development, fiscal analysis, budget management, and financial management policies. We evaluate legislative proposals for fiscal and policy impacts and communicate that information to decision makers.
Role Overview:
The Business Systems Consultant supports the eCivis grants management system to ensure alignment with state and federal grant requirements. In this role, you will help integrate both the technical and business aspects of the application while enhancing processes to meet current and future business needs. You will facilitate change management by conducting fit‑gap analyses, gathering and incorporating agency feedback, and promoting system adoption. Additionally, you will develop communication and training materials, and provide technical assistance, oversight, and compliance guidance.
Salary:
The salary for this position traditionally starts at $79,118.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
Responsibilities include:
Grant Management

Remain current on state and federal administration requirements such as, but not limited to, various financial and programmatic reports, award letters, and contracts.

Assist with developing technical standards and policies to meet the customers, peers, and organization's needs.

Plan, develop, organize, write, and edit operational procedures and manuals.

Assist with training about the grant process and the grants system.
Statewide Grants Management System
-
Implement Indiana's grants management system.
-
Support agency staff in using the grants management system.
-
Lead agency training sessions with the SBA Grants Management Team.
-
Ensure data integrity and workflow consistency within the grants management system.
-
Provide ongoing support to agency users of the system.
-
Analyze grant applications, awards, and funding opportunities to ensure integrity and compliance.
Financial Oversight & PeopleSoft Monitoring
-
Support agencies with ensuring consistency between the grants management system and PeopleSoft Financials entries.
-
Collaborate with the SBA Fiscal team to support agencies.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:

Knowledge of grant lifecycles, uniform guidance, and state grant compliance.

Ability to build positive relationships with agenc staff and leadership.

Ability to analyze processes, assess needs, and recommend solutions to improve accuracy and efficiency.

Training experience.

Broad knowledge of technical problems and solutions related to grant management.

Thorough knowledge of the eCivis application.

Project management skills.

Expereince with change management and implementing new methodologies.

Ability to perform essential functions with or without reasonable accommodation.
A degree is not required. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
