Assists in the development and management of a comprehensive procurement program for the County. Assists County departments with planning for upcoming procurements to avoid gaps in services, e.g., expired contracts/bids. Assists Purchasing leadership in the development and management of a County-wide strategic sourcing program, including post-contract award monitoring activities. Assists Purchasing staff in benchmarking additional sourcing opportunities, including but not limited to piggyback and/or cooperative contracts. Assists in the management of the complete solicitation processes related to Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Submittals (RFSs), and other solicitation documents. Establishes multi-year purchasing contracts for goods and services. Reviews requisitions and contracts for compliance with established policies and procedures. Performs market studies; reviews vendor spend data to make recommendations to County departments regarding upcoming solicitations. Work requires continuous communication with vendors and departmental officials with regard to purchasing issues and shipping, receiving, and invoicing problems and processes.


QUALIFICATIONS
:

Associate’s Degree or minimum of 60 college credits in Business/Public Administration, Accounting, Finance, or related field; minimum of two (2) years of experience as a Buyer or Purchasing Agent. Equivalency: Graduation from high school or an equivalent recognized certification and four (4) years of related experience.


PREFERENCE FOR
: Professional certification from the National Institute of Governmental Purchasing (NIGP); certification from the Institute for Supply Management (ISM) or similar professional procurement association; experience using an Enterprise Resource Planning (ERP) System; experience using automated financial systems (e.g., Advantage).
