The Idaho Department of Fish and Game is seeking a Buyer to join our Administration Bureau at our Headquarters in Boise. This position's responsibilities include purchasing supplies, services, material, and equipment for the department; research and perform value analysis on products, services, and equipment.

Responsibilities:

  • Purchasing
    o Determines product, equipment, and service requirements
    o Determines methods of acquisition
    o Prepares specifications, selects vendors, and requests written bids/telephone quotes on purchases within delegated authority
    o Reviews and evaluates bids, records bid information including vendor price, payment terms, delivery
    o Issues awards
    o May prepare bid and RFPs that may include value analysis, life cycle costing and weighted value procedures for purchases that are processed through Division of Purchasing
    o May review, evaluate and recommend bid award to Division of Purchasing
    o Advises users about product and service availability and specification preparation
    o Advises users on legal requirements and policies and procedures established for procurement
    o Resolves vendor-user conflicts
    o May negotiate janitorial, maintenance, or photocopy contracts
    o May obtain and issue emergency purchase authorizations
  • Product research and value analysis
    o Conducts research to identify products or equipment for potential department use
    o Requests information about products and services
    o May attend trade shows
    o Meets with vendors to receive product and service information
    o Performs value analysis
    o Analyzes quality, price, source of supply, delivery date, shipping charges and final cost
    o Performs life-cycle costing including analyzing equipment long-term maintenance and expenses to determine residual value, and related operating expense

Minimum Qualifications: (All qualifications listed below are required. To be considered for this position, applicants must meet the minimum experience and/or education standards as outlined in each of the typical qualification guidelines. A detailed resume or work history must be submitted, clearly demonstrating/supporting how you meet each requirement. This information is essential to our initial evaluation process.   • Some knowledge of purchasing methods and procedures (Typically gained by the successful completion of at least three credits of college level coursework in purchasing concepts, i.e., Financial Accounting, Business Principles, etc., OR 80 hours of in-service training in purchasing, OR one year of experience using purchasing procedures.)
  • Some knowledge of life-cycle costing principles(Typically gained by successful completion of three credit hours of college level coursework covering life-cycle principles OR in-service training through the National Institute of Governmental Purchasers, Institute of Supply Management, or completion above high school level purchasing courses in government or college OR on-the-job training recognizing commodities that have life cycle costing factors, developing models, and/or use and analysis of LCC computer systems. Experience can be gained by using software or other tools that demonstrate knowledge of bid specifications.)
  • Experience operating a personal computer (Typically gained by at least six months of experience operating a personal computer.)
  • Experience preparing specifications for bid (Typically gained by one year of experience with some responsibility preparing written specifications for a variety of products and/or equipment for various users. This includes coordinating with both users and vendors in preparing specifications that meet the user's need but can be met by several vendors.)
  • Experience applying value analysis criteria to products and materials purchased (Typically gained by six months of experience applying value analysis criteria to products and material purchases.)
