C2M Solutions Architect/Designer

About the Role

Systems Limited – Middle East & Africa (Techvista) is seeking an experienced C2M Solution Architect to lead the design, implementation, and integration of Oracle Utilities Customer-to-Meter (C2M) and Billing solutions. The role involves translating complex business requirements into scalable, secure, and high-performance technical solutions, providing technical leadership to development teams, and ensuring alignment with IT and regulatory standards. The candidate will work closely with Enterprise Architects, IT, and business stakeholders to enhance customer and billing systems.

Key Responsibilities

• Lead the functional design and architecture of Oracle Utilities C2M and Billing solutions based on business requirements
• Collaborate with Enterprise Architects, business, and IT teams to understand functional and technical requirements
• Update and maintain solution documentation aligned with overall Oracle Utilities architecture
• Provide technical leadership, guidance, and mentorship to the development team
• Oversee customizations and extensions of Oracle Utilities solutions
• Provide guidance on data migration, system integration strategies, and web services (SOAP/REST)
• Implement and enforce security best practices within Oracle Utilities solutions
• Support training sessions for IT teams and business users on Oracle Utilities functionalities
• Work with Quality Assurance and Continual Improvement teams to maintain ISO / Risk Management / ISMS certifications

Required Competencies and Experience & Qualifications

• 8–10 years of experience in Oracle Utilities solutions, including Customer Care & Billing (CCB), Customer to Meter (C2M), Meter Data Management (MDM), and Mobile Workforce Management (MWM)
• Strong expertise in Oracle Utilities Application Framework (OUAF)
• Experience in Java and/or Groovy coding for design/customizations of Oracle-based applications
• Expertise in Oracle Application Integration Stack, J2EE, XML technologies
• Experience designing and developing Web Services (SOAP/REST)
• Strong technical leadership, mentoring, and stakeholder management skills
• Experience with Oracle Utilities Products Implementation
• Proven ability to translate complex business requirements into scalable, high-performance technical solutions
• Hands-on experience with system integration and data migration initiatives
