Call for Water Resource Experts, Pakistan

Project Summary
The anticipated Sindh Strategic Water Plan (SSWP), supported under the Sindh Water & Agriculture Transformation (SWAT) Project, aims to address Sindh’s urgent water‑related environmental, climatic, and socio‑economic challenges. The assignment will develop an integrated, province‑wide strategic water plan that includes scenario analysis, resource management strategies, and regional IWRM plans across short‑ (5‑year), medium‑ (20‑year), and long‑term (50‑year) horizons. Should CDM Smith be successful our pursuit of this assignment, the work will involve advanced modelling for water quantity and quality, institutional and governance strengthening, flood and drought risk management, irrigation and agricultural water assessments, and comprehensive analysis of existing data using tools such as HEC models, Flow‑3D or equivalent modelling platforms.

Key Expert Description
We are establishing a roster of senior international water resources specialists capable of contributing to planning, analysis, modelling, and strategy development within the SSWP. Experts on this roster may support multiple technical domains including water resources planning, agricultural water management, and water resources modelling. Typical responsibilities may include contributing to scenario development, formulating regional IWRM strategies, undertaking hydrologic and hydraulic modelling, assessing irrigation and agricultural water systems, preparing resource management strategies, and participating in technical coordination within a multi‑disciplinary team. Experts may also contribute to the development of decision‑support tools, training of local counterparts, and preparation of analyses that inform strategic water policy and investment planning.

Minimum Qualifications

Advanced degree in one of the following or a closely related field:
  • Engineering (civil, water resources, environmental, agriculture, coastal)
  • Hydrology
  • Water Resources Planning
  • Agronomy

Minimum 15 years of professional experience in at least one of the following domains:
  • Water resources planning, including regional planning and institutional development
  • Irrigation planning and agricultural water management in arid-zone systems
  • Hydrological and hydraulic modelling for water resource and flood planning


  • Significant and relevant experience of at least 10 years outside Pakistan.
  • Strong ability to work within multi‑disciplinary teams and coordinate with government institutions.
  • Capacity to communicate complex technical findings to diverse audiences, including policymakers and stakeholders.
  • Experience delivering on-the-job training or capacity-building for modelling or planning tasks

Preferred Qualifications

  • Previous professional experience in Pakistan, specifically Sindh Province, is desirable
  • Ability to conduct scenario analysis and support development of water futures for strategic planning.
  • Strong understanding of institutional frameworks, water law, and governance considerations.
  • Proficiency in modelling tools such as Flow‑3D, HEC models, or equivalent freely available platforms.
  • Ability to synthesize existing data and identify gaps requiring further action plans.
  • Experience developing resource management strategies, drought and flood risk assessments, water allocation analyses, or irrigation modernization strategies.

Background Check and Drug Testing Information

In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.
