The Police Department at Wytheville Community College plays a critical role in supporting the safety, security, and well-being of the college community. The department is responsible for maintaining a safe learning and working environment through professional law enforcement services, proactive crime prevention efforts, emergency preparedness, and effective response to emergencies and critical incidents. As part of this mission, Police Officers support the College’s emergency management program by assisting with emergency planning, preparedness initiatives, training exercises, continuity efforts, and incident response activities.
Police Officers at Wytheville Community College protect and serve a diverse college community. Responsibilities include investigating motor vehicle accidents, personal injuries, and criminal matters; enforcing state laws, local ordinances, and college policies; preparing reports and maintaining records; providing courtroom testimony; directing traffic and controlling crowds; responding to emergencies and critical incidents; conducting extended foot and vehicle patrols; and working rotating shifts that may include weekends, nights, and holidays. Officers are designated as Emergency Personnel and are required to report for duty during adverse weather conditions, campus emergencies, natural disasters, and other incidents when the college may otherwise be closed.
In addition to traditional law enforcement responsibilities, Police Officers assist with emergency management functions, including supporting the development and implementation of emergency operations plans, participating in emergency exercises and drills, coordinating with internal and external response partners, promoting campus preparedness, and assisting with emergency communications and incident management activities. Officers may serve in assigned roles within the National Incident Management System (NIMS) and Incident Command System (ICS) during planned events and emergency operations.
Police Officers also perform other duties as assigned by their supervisor, demonstrate initiative in supporting the goals and mission of the department, contribute to a healthy and professional work environment, and actively support the safety, preparedness, and resilience of the College community.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.



KSA's/Required Qualifications
Experience
  • Experience writing reports, plans, policies, procedures, or similar documents.
  • Experience working with the public and diverse stakeholder groups.
  • Demonstrated computer proficiency.
  • Experience in emergency management, emergency preparedness, incident response, continuity planning, or related public safety functions preferred.
  • Experience participating in emergency operations, drills, exercises, or incident command activities preferred.
Skills and Abilities

  • Working knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), and emergency management principles, or the ability to obtain such knowledge within a reasonable timeframe.
  • Ability to coordinate effectively with local, state, and federal public safety and emergency management agencies during incidents and planned events.
Physical Fitness
  • Ability to perform strenuous physical activities.
  • Ability to run, jump, climb stairs, bend, lift, and physically restrain an individual as needed.
  • Ability to perform duties in a vehicle or on foot.
  • Must pass a physical abilities test by running 1.5 miles within 20 minutes.
  • Must be able to use a respirator.
  • Following a conditional offer, one must pass a medical examination, including vision testing.
  • Ability to perform emergency response duties during disasters, severe weather events, public safety incidents, and other campus emergencies.
Pre-Employment and Ongoing Employee Screening
  • Candidates for employment are required to successfully complete an extensive background investigation with satisfactory results. This includes, but is not limited to, a driving records check, criminal history check (including fingerprinting), and a pre-employment drug screening.
  • Incumbents are subject to random, reasonable suspicion, and post-accident drug and alcohol screening in accordance with department policy.
  • Successful completion of a psychological assessment may be required.
Federal, State, Local Government, and Other Requirements
  • Current Virginia Department of Criminal Justice Services (DCJS) Law Enforcement Officer Certification at the time of hire.
  • Must be a U.S. citizen as required by Virginia Code § 15.2-1705.
  • Must qualify under federal and state guidelines to carry a firearm. Federal law prohibits a person convicted of a misdemeanor crime of domestic violence from carrying a firearm.
  • Must be a high school graduate or able to furnish documentary evidence of an equivalency diploma.
  • Must currently possess a valid Virginia Operator’s License or be able to obtain one within 30 days of employment.
  • Must meet vision requirements: no worse than 20/200 uncorrected and correctable to 20/20; color blindness, including pronounced shade deficiencies, is disqualifying.
  • Must be at least 20 years of age on the date of hire.
  • Must meet all other standards established by law (Code of Virginia §§ 15.2-1705 and 9.1-101 et seq.) and by the Criminal Justice Services Board.
  • Must obtain and maintain required NIMS/ICS certifications and complete emergency management training as required by the College and applicable state guidance.

Additional Considerations
  • Previous military experience.
  • Experience in higher education, campus law enforcement, emergency management, emergency preparedness, business continuity, or public safety administration.
  • Completion of FEMA Independent Study courses (IS-100, IS-200, IS-700, IS-800) and/or advanced NIMS/ICS training.
  • Experience developing, implementing, or evaluating emergency operations plans, continuity of operations plans (COOP), hazard mitigation plans, or emergency exercises.
  • Virginia Emergency Manager Certification (VEMC) or the ability to obtain certification within a specified timeframe preferred.
